Is your mother in law is a registered professional, you can complain to the council she is registered with.
There would be log in records if she tried to access his files.

It is quite telling all was right with MIL when everyone lived in the same town and she was a part of your lives- then once you moved away, children came along etc and she lost her regular involvement in your lives things changed.
She's presumably in her fifties , She probably had this idea that as she grew older and needed her family around they would be there - but the realization that her son's health, you moving away etc all point to you having a life that doesn't include her. I'm wondering if your OH is an only child ?
For me the changing of records would be where I drew the line -Ultimately you can find issue with everything she writes or you can see the emails as something that only affects you if you allow it - You've made your position clear -if she wants to make barbed comments - so what !I Would Rather Climb A Mountain Than Crawl Into A Hole

For me, it's the changing of the Next of Kin details that I could never forgive!
Utterly, completely immoral and one hell of a statement about the MiL's integrity.0 -
my son has Severe Brittle Asthma and often has life threatening attacks. when he started living with his now wife - I immediately stepped back as NOK - that is HER place not mine. I just don't understand this kind of 'possessiveness'. Yes, he is my son, I would do anything for him - but, his wife and the mother of his kids is his NOK.
I certainly wouldn't go on his ward and tell the staff what to do, or his wife and I certainly wouldn't access his medical records. (I do admit to reading the notes on the end of the bed though). but he would already have done so - and sometimes his partner has asked me to if there is something she is concerned about.0
