There's a UN rule that each country must have the first 2 letters unique to themselves. That's why Wales will never be independent: Wallis and Futuna got there first. Wales would have to get Wallis at least to become part of France rather than just a protectorate.

That's also the reason the Scottish Yes vote was secretly overturned; the Scandis got there first.

Belarus gets them on the basis that it's going to end up as part of Russia again at some point anyway. It's a compromise to make the Belorussians feel better about the inevitable end.
