NTK received from PCS after 56days from the incident

I've posted the same question elsewhere on the forum but I think it was a wrong place to post it so I am reposting it here as I hope this is the right place.
I received a Notice to Keeper letter signed off on the 13th of March 2015 and I came on to this forum to learn about it. I've read a series of comments and followed some very useful advices to research on the matter.
The letter was sent from a company called PCS (Parking collection services) and on the letter, it says "Operating in accordance with the British Parking Association's Code of Practice" so I've read some of BPA code of practice and under Notices to Keeper section 20.13, I see that they need to follow Protection of Freedoms Act 2012 schedule 4 legislation as mentioned often in the related forums.
I have also read the Protection of Freedoms Act 2012 Schedule 4 as advised here. There, under Paragraph 8(5), I can see that they must send notice to keepers within 56days from the day of incident.
On the NTK letter, it states the "parking Charge Date is 08//01/2015 for not having correct permit" but the letter is signed on the 13/03/2015. It seems to me that they have processed the letter after the deadline set by the legislation. Do I understand correctly that they have no legal rights to chase the vehicle keeper anymore and I am not liable to pay the invoice as the registered keeper and they need to drop the charge?
Two things I want to clarify which I have not managed are
1. Is the protection of freedoms act 2012 schedule 4 up to date and enforced law as of March 2015? I've emailed them to verify this but not had response yet.
2. Legislation only says "the period of 28 days following the period of 28 days beginning with the day after that on which the notice to driver was given" and does not say working days, am I correct to say in my case, they have missed the deadline to chase the vehicle keeper?
If anyone can advice me on this please and I will write a response to PCS (parking collection services) before the 28days period set by them ends to say that I've received NTK to my surprise but regardless, they have missed the 56days set by the legislation, therefore I can no longer be liable to pay their politely request them to acknowledge my letter and drop this case and move on. If this is the right thing to do?
Thanks you so much in advance.

Thank you very much for your reply. I didn't realise Parking Collection Services are the debt collectors.
This is the first NTK I received and it doesn't state who the parking company is on the letter.
"Parking charge details say:
- Parking charge date 08/01/2015
- Vehicle details all correct as mine
- Location
- Parking Event Details as "No Permit"
The letter reads:
Notice to Owner
We have obtained your details as you were the registered keeper/owner of the vehicle at the time of parking. A Parking Charge has been issued because your vehicle was involved in breaching the stated terms and conditions of parking, which were clearly displayed and agreed to by the driver when your vehicle was parked on private land managed by our client Greater London Key Holding Ltd. (this is not the parking company right?)
Despite a Parking Charge having already been issued, and placed on the screen of your vehicle, or sent to you by post, we have not received payment from the driver. The opportunity to pay at the reduced amount has now passed and the full amount is now due.
Full payment must be made by the driver within 28days of the date of this letter to avoid further action."
THANK YOU FOR YOUR HELP.0 -

Actually just googled Parking Collection Services. It seems they ARE the parking management company...0 -
PCS and another mob called Debt Recovery Plus , (same company) are all debt collectors .
obviously await other replies , but I would be tempted to email / write to them (not phone)
name of company that issued ticket
location
time
do not admit to being the driver , say things like I am the registered keeper of vehicle xxxxxx and have received your invoice , etc etc etc ,
once we know which company issued the ticket , we can suggest the best approach0 -
