I read your post , I cannot agree that its illegal, if so, which law did they break ?

my point is PCS are acting as the back office AND debt collector in this case, as well as being the PPC (so dubious origins and underhand tactics)

the PCS letter is treated as an NTK by the RK and the appeal goes to PCS using the template letter, as keeper

if they dont cancel the ticket, and if they refuse to give a popla code, then the OP complains to S CLARK at the BPA that there is a breach of the BPA CoP and adds copies of all paperwork

to do this, the OP needs the paperwork, so rather then bury their head in the sand they still need to get a paper trail going

I agree that its not ethical and may break the BPA CoP , but I fail to see what laws have been broken here ?

all agreed , however by bypassing the sending the NTK by Londondon keyholders , and delaying the first official letter they have removed the access to an appeal

they have more than passed the back office over , they have allowed a debt collector to act as a PPC , all Lk have done is issue a ticket , and side stepped.

PCS keeps coming up as the first contact on a lot of threads , I wonder how many other firms are using this tactic ?

London keyholders cannot and will not issue a duplicate NTK as they never wrote one (admitted to me) , and suggest that PCS should be able to issue a duplicate.

since when did you ask a DC company for a duplicate NTK , in most cases they are removed , apart from the 15% commission

I already told you what to do, more than once

I agree its unethical, I dont agree that its illegal

several other firms use these tactics, hence why its mentioned in the NEWBIES sticky thread (JAS , WING , plus others too)

What am I supposed to do now?

What does the NTK say about appealing, who does it tell you to appeal to?

Ok. So let me clarify this Enfield Freddy
London Key Holding Ltd does give out tickets to stick on cars but without sending NTK to the vehicle owner, they pass on the details to PCS so LodnonKey's job ends there. And PCS starts doing the first chase hence the management people here said the company who deals with parking control here is PCS rather than London Key?
    And it is illegal operation?

PCS did send me NTK that's the one I've been talking about. I've written the whole content in the previous post.
The one that's signed as 13/03/2015 saying
"We have obtained your details as you were the reg keeper. Parking charge has been issued because your vehicle was involved in breaching the stated terms and conditions of parking........ displayed and agreed to by the driver when your vehicle was parked on private land managed by OUR CLIENT GREATER LONDON KEY HOLDING LTD"

What am I supposed to do now?

ask PCS for a NTK on letter headed paper from London key co , cant be done ,

the company that issues the ticket have to send out the NTK between 28-56 days (close enough) , not a debt collection company , as this as happened , LK have simply timed out ,

    as per redex

"What does the NTK say about appealing, who does it tell you to appeal to?

It doesn't have to be the company that issues the ticket.
The second condition is that the creditor (or a person acting for or on behalf of the creditor)—

(a)has given a notice to driver in accordance with paragraph 7, followed by a notice to keeper in accordance with paragraph 8; or

(b)has given a notice to keeper in accordance with paragraph 9.

It says if you want to appeal or make a representation against this notice, you must do so using one of the methods below, within 28days from the date of this notice.

Online using our appeals from : https://www.parkingcsl.co.uk/appeals. You may write to: Parking Collection Services, PO Box 271, Ashton Under Lyne, OL6 0DL

which is probably DRP in disguise

send the template letter to them, either online or in the post with free cert of posting

dont make this any more difficult than it is , this is already covered in the newbies sticky thread post #1 which tells people to appeal on day 21 to smaller ppc,s like JAS , WING , P4 parking etc and not wait for an NTK, so treat this as the NTK and appeal it, asap

it may be immoral, but its not illegal

Ok So find the template letter mentioned by RedX that can be found on the forum's newbies sectiion #1 and send it to above address? And not bother with London Key?

RedX also mentioned about Free Cert of Posting. I googled it but doesn't come up what or how. Is it when there is no date stamp on the envelope? So i need to get one of those envelopes with pre printed stamps on? Do I need to do that even if I'm still with 28days from the signed date on the NTK from PCS?
