The situation the OP describes points to muddled/defective signage. Depending on the detail, it might be possible to challenge on that basis.
Also, if it's not a traffic light offence, then the state of the lights is probably less relevant.0 -

The traffic light makes it clear that only one direction of travel is permitted.What will your verse be?
