The police were policing the breach of law that the OP made, they would not have been there if there hadn't been complaints about it happening. It is unlikely a gang of PCs just decided to go and stand in the cold and enforce traffic legislation at the junction.
Also, in your world, who gets to decide which laws are enforced and which aren't?====0
