There is no easily accessible IMEI database of phones (other than GSMA*) - because of this you end up with some cobbled together ones which have errors. I wouldn't worry about it.
*The GSMA one is £6k a year (or at least it is for the most basic, cheapest level!). I wouldn't imagine most free websites use it.

but i dare say insurance companies will use the GSMA one, and if that does not match with the phone i have then someone has messed up somewhere.

i really think you're overthinking this - isn't this your "spare in-a-drawer" handset anyway? Its a sub-£50 phone, if the IMEI number is causing problems getting it insured, I just wouldn't bother insuring it. Your sim is in another phone already, isn't it? So as long as your sim is pin-protected in the phone you're using it in, wheres the risk, that your house insurance would pay up for?0

spare phone would still be used, so i need it added to the house insurance, which they need the IMEI. this will be in case i am trying to add a stolen phone i guess, but as the IMEI does not match the phone i have they cant add it.
This is an issue with tesco and their supplier who have the wrong IMEI number recorded for the phone.0 -
I suspect the change of Motorola ownership to Lenovo means the IMEI range used has changed and the databases haven't updated yet. I very much doubt Tesco would be buying phones from counterfeiters.====0

the IMEI says its a Samsung E490, so cant add it to home insurance etc. as it does not match upto the phone.
So this has been messed up somewhere along the line and for insurance purposed it is classed as a fake and the details dont match0 -
This problem with the phone may just prove academic if the phone is stolen as most insurance companies impose an excess on claims and it may well be much higher than the value of the phone.0

I looked into all of this, why do people think mobile phone insurance is just their if a phone is stolen.

Not Knowingly, but it does happen. Its not that long ago fake Vodka was found in Tesco and Sainsbury even though it was from their normal supplier0 -
