Class action against parking companies?

Surely if the parking companies (I'm presuming majority are LTD) had anything about them, the directors would just wind the Co. up and then setup a new one? So whilst it may prevent fines in the future, the number getting refunds will be small. Unless I'm missing the point here and the refunds will come from the multinationals and NHS who employed these agents?

Well, young Michael has appeared on BBC South East this evening, with input from MSE's Guy Anker and old smarmy pants himself (although the credits for the two have been transposed - sure Guy won't be too pleased he's come up on-screen as Patrick Troy!).
Thanks for clearing that up. I did wonder at first why the 'BPA guy' agreed that the parking charges were ridiculous and the 'MSE guy' seemed to think the action was a bad idea!
