Class action against parking companies?

now this is going to cause huge problems for the likes of aldi/lidl/B+Q etc that provide parking free for "x hours" , they build there stores on the fact that they do not pay business rates on the car parking area, "if" they then turn around and say "free for x hours , then "£x per hour" they are then liable for vat on that charge and more importantly (for the local counsil) payment of business rates on a very large surface area.0 -
If this action succeeds it appears you will be able to though.
I don't think it does - I just think it means the car parking management company would be able to give you a ticket for however much the cost of parking was for the time you were there rather than the extortionate amounts that they are currently handing out PCNs for.
In other words you'd get a ticket for £3.50 rather than £60.
In addition it will probably examine whether or not a lot of these companies actually have the authority to charge people anything based on their relationship with the landowner, whether signage is adequate etc.
Someone please correct me if I'm wrong.

or place an ANPR camera that lowers a barrier to stop you entering if you owe any money. or adds existing invoices before allowing you to leave0

Maybe I'm just lucky but I've never had a parking ticket. I always pay and display if a machine is there and make sure I'm back in time.
Only time I probably came close was when I was 10 minutes late getting back to a '2 hours free' space.What will your verse be?
