I don't think its not that anyone cares, more that most people would not consider it a problem and are trying to put it in the context it deserves... its a few teenagers smoking weed in the garden... They aren't hurting anyone..

The smell might not be to your taste but if they were out there smoking a pipe would that bother you (smells loads worse IMO!). I find it weird it puts you off enjoying your garden at all! And if your child asks what it is, I would just tell them they are smoking a plant..

Yes, its technically a crime, but really, I hope the police have bigger fish to fly then a few teenagers smoking a few leaves!
