The TV licence is due in full at the start of the licensing year (as is car tax / licence). You can pay in instalments by their rules, the first year by 6 double payments in arrears and the following year by 6 advance and 6 arrears payments. The choice is yours, 1 payment up front or instalments.
I paid mine at £24.00 a month for the first 6 months.
Then cancelled the DD and told them i`ve now paid for my license by the payments they have already collected.
Then they just told me the date I need to start paying again.:D

No they haven't.
Indeed, Parliament went out of its way, to specifically deny them such a right of entry.
(3)The restrictions and conditions subject to which a TV licence may be issued do not include—
(a)a provision conferring a power of entry to any premisesUnless the law has changed it is an offence to have a piece of equipment in your property that could be used to watch live or recorded programmes

No as mentioned on that occasion the whole thing was done by post ever increasing threats followed by a court appearance0 -
