Hi Pastures,
My water meter is outside the house under a very small cover. It's on the pavement (public) before it comes into my property. This was built in the 1990s, so I don't know if yours is similar. Just in case I wasn't sure what it was, it says water on it for good measure. Hopefully this will help:
