I'm only going by what an ex prosecuter at DVLA told me, which was she was in court on a weekly basis due to invalid tax discs. Might be worth a phone call to clarifyAre you suggesting that current tax discs are invalid on change of ownership and that DVLA prosecute for their continued use?

From Wikki - the key word being "non transferable"
Current regulations
Most motor vehicles used or kept on the public road are required to display a non-transferable vehicle licence ("tax disc"). The licence is issued upon payment of the appropriate VED amount (which may be zero). Owners of registered vehicles which have been licensed since 31 January 1998 and who do not now wish to use or store a vehicle on the highway are not required to pay VED, but are required to submit an annual Statutory Off-Road Notification (SORN).[5] Failure to submit a SORN is punishable in the same manner as failure to pay duty and display a tax disc when using the vehicle on public roads.
If you have paid for vehicle tax by phone or online before the current disc runs out, then you can legally drive or keep your vehicle on the road whilst displaying the tax disc that has run out, for up to 5 working days (giving time for your new tax disc to arrive by first class post).[6]
As from 1 October 2014, there is no requirement to display the paper Tax Disc, since the records will become fully computerised and logged via the vehicle registration.[7]

All this is a minefield of small print and amended rules that keep all the pen-pushers in jobs - or is it key-board jockeys these days?
I thought that SORN had been changed so that you didn't have to renew it annually.
As for the 'non-transferrable' bit - is that non-transferrable between vehicles or between registered keepers.
So sell a car and get a refund on the whole months left on the VED and buy new VED from the beginning of the month.
Pity you couldn't just transfer what was left to your new vehicle with any adjustments for more or less VED.
A whole new can of worms indeed.

It must take a long time to look at something as simple as a tax disc and come up with a daft idea that even if it is legally on a car, then a new owner has to apply for their own version. Absolute nonsense. If some half-wit tried to put a legal tax disc on another car to the one it was issued for, then clearly that is illegal as they are not transferrable between vehicles. Put the VED on fuel, no need for massive government contract with pet private sector companies and much fairer. The more you use, the more you pay.0

Currently it's non-transferrable between vehicles. You're perfectly enttled to hand any remaining excise licence to a new keeper.
The Vehicle Excise and Registration Act 1994 S.10 says:
(1)Any vehicle licence may be transferred in the manner prescribed by regulations made by the Secretary of State.
and the "manner prescribed" is detailed in the Road Vehicle (Registration and Licencing) Regulations 2002 reg 20(2):
(2) On a change in the keeper of a vehicle, any current vehicle licence for the vehicle may be delivered to the new keeper.0 -
juast like when royal mail introduced the new package sizing rates which massively hiked the price up across the board this new vehicle tax system will pave way for the treasurey to increase tax by up to 30%+ on average.0

Gov.uk won't allow tax to transfer to new keeper to stop dodgy folk selling a car and saying to the potential buyer that the car has 12 month tax when it really only has less than a month.
People will fall for this scam, the same people who fall for the spoof licence renewal websites usually.0 -
All good stuff. few things i hadn't thought of.
I noticed a few people looking forward to the DD option again a good option in most cases .Sadly there is a downside to a government DD scheme. human nature being what it is we will sleep walk into a more rapid increase in ved/tax "its only a few quid a month". by way of comparison how many people know what the yearly cost of their mobile phone is?
I would love to know what the actual numbers of private car sales are yearly but i suppose only the government has those numbers!!!
Also a word of advice for all private car buyers A quick background check on any car is only a click or text away the dvla will show you if the car has tax or not for FREE Gasp!! and for the sake of £6:00 or so you can save yourself a whole lot of agro.0 -

So either it will be used to pay down the debt, will be used on new state spending, or will be used to reduce other taxes.
It's not as though MPs get to keep it in a box and spend it on champagne and ocelot noses.0
