    It looks like eBay.com's Global Shipping Program ( http://pages.ebay.com/help/sell/shipping-globally.html), works like this:

    - Your agreement with the seller is that they send the package to eBay's U.S. Shipping Center (operated by a company called Pitney Bowes)

    - You then have a separate agreement with Pitney Bowes to arrange an international courier.(Which is why you had 2 separate paypal payments.)

    So... my guess is that the international courier will return the package to the sender... i.e. Pitney Bowes


    Some of "eBay.com Global Shipping Program Buyer Terms & Conditions" (which you presumably agreed to) relating to undeliverable parcels look very vicious:
    eBay and Pitney Bowes shall have no liability and shall have, in their discretion and in any manner that they prefer, the right to dispose of or liquidate Parcels (and their contents) that eBay or Pitney Bowes conclude are undeliverable, for whatever reason.

    If eBay or Pitney Bowes conclude that a Parcel is undeliverable and elect to dispose of or liquidate a Parcel, title to the Parcel (and its contents) shall transfer automatically from your Seller to eBay, Pitney Bowes and/or any third party...
    ...

    eBay or Pitney Bowes may also elect to return to your Seller any Parcels that eBay or Pitney Bowes conclude are undeliverable.

    ...
    eBay shall not be responsible under either the eBay Money Back Guarantee or PayPal Purchase Protection policies if eBay concludes that a GSP Item is not deliverable to your designated delivery address or to the collection center near you that is designated by the shipping carrier for any reason, including because the delivery address that you provide is incorrect, incomplete, or inaccessible.

    I would think it would say "delivered" if it had arrived back.

    As far as I can read from what the original post says (I havn't checked the tracking myself) is it has been returned to sender and OP has said that it has.

    Perhaps as it is not straight forward as to why the confusion with eBay.

    The ebay item was given to postie but I lived in a small village and postie knows me. He didn't bother trying to deliver it, just arranged for it to be returned.
    I have had nothing to do with it's journey.

    My problem is the dispute and the appeal.
    They say I have lost both because the item Was delivered to ME.
    It's like they refuse to look at the tracking.

    I am at a loss as to recognise the error of my ways.

    Parcels are normally held in the sorting office for some days before being returned. Unless the shipment is declined so will be returned straight away.

    That was not happy reading. It was purchased on the 2nd of Feb.

    We were unable to deliver item FJ815831275GB as the addressee has gone away. We returned the item to sender on the 2014-02-14.

    I rang the sorting office asking if I could go and pick it up.
    They said No. It has already been returned.

    Thats what I said would be the case,

    Your fault that the address in the system was wrong.

    With all due respect...
    Have you tried to remove old addresses.
    An ebay guy talked me through it.
    I would never have worked out how to do it myself.
    Which asks a question.

    Why is it so difficult to remove an old address?

    Does anyone here know how to do it?

    Notice I said ebay.
    I had worked out how to do paypal and that was spot on.
    Some say they post to the paypal address.
    They didn't.

    ebay are becoming a very dangerous law onto themselves.
    They need to be taken in hand before there is no control over them.
    They will buy people all too easily.
