    In that case please ensure you upload this in evidence section of the POPLA website and email them a copy to. Called Evidencerebuttal. Title your email with your POPLA number. Do not attempt to deviate from the text below, or think it is in anyway too strong.


    Fraudulent Loss Document
    ANPR have produced a loss document to try and convince POPLA that its charges are a genuine pre estimate of loss.

    First of all they include Staff costs which are business costs as they incurred in any case regardless as to whether someone breaches a parking regulation or not. These staff would still be employed and would have to be paid.
    To state they would pay £5.75 per appeal in paper is beyond believable.

    However the main issue and the one I believe that is fraudulent is the issue of the “legal advice they claim to get”

    At the end bottom of the document (attached), they have stated:
    “Legal and Professional Fees- Sought in chasing PCNS; On the basis our legal department charge in excess of £30 per hour and they spend approximately 1.5-2 hours, we estimate costs to be £60 per appeal”.
    This statement is clearly false. ANPR do not have a legal department what so ever so this claim is completely fictitious. Therefore I believe this statement to be “Fraud by false representation” which is defined by Section 2 of the Act as a case where a person makes “any representation as to fact or law … express or implied” which they know to be untrue or misleading.

    ANPR have confirmed they do not have a legal department.
    They have created this document in an attempt to deceive POPLA.
    In any case it is ludicrous that a solicitor/paralegal would spend 1.5/2 hours looking a POPLA appeal.

    should i just send it email to

    could take 5 days for them to read it and that could be to late

    or do i send it in a new appeal
