bought an iphone 5 on ebay really need advice, Thanks in advance

i bought an iPhone 5 on eBay, it was sold under parts or not working it had a cracked screen and showing no signal in the UK , the seller told me it was unlocked when i received the phone it was locked to orange uk and blacklisted, i knew it would probable be blacklisted as it was showing no signal.In the description he said he bought it on eBay and was on o2 he got it unlocked and he thinks the seller blocked it there was no mention of it being on orange UK it clearly said in both the title and description Factory unlocked, before i bought the phone i double checked with the seller i sent him a message saying is this phone 100% unlocked and he said yes its unlocked so i clicked "buy it now" on eBay, i opened a dispute with PayPal as it was not unlocked and he stated it was and they took his side as it was listed for parts or not working I rang PayPal and asked way they took his side i knew it was parts and not working that was due to the no signal and the cracked screen.The network it is locked to has nothing to do with any part inside the iPhone they said it doesn't matter its listed as parts and not working we will not refund you,
where do i stand on this, i feel parts and not working has to do with the physical parts of the phone but not the network its is locked to even at that, the seller mislead-ed me into believing it was unlocked and stated in his description it was unlocked as well, and i also asked before purchasing just to confirm one last time it truly was unlocked.I would pay the unlock if it was any other network but Orange UK is 125Euro to unlock and by the time i pay that and a new screen and the price of the phone it would have been cheaper to buy a new phone, should i just pay for the unlock and face im not getting a refund i think i should stand my ground though its not my fault the seller sent a product that was not described
what can i do about this?

As the phone is blocked (blacklisted), how do you know that it is locked to Orange?
Many phones that are purchased and sim locked to a particular network will have software loaded into the phone by the network operator and this software will remain even if the simlock is removed.
This software could still be in the phone despite it now being unlocked and because of this, it might show the "Welcome to Orange" screen on startup.
Another thing is what would be the point in getting the phone unlocked if it is blocked?0 -
The phone was sold as not working and you purchased it as a non working phone.
If a phone isnt working, then its irrelevant what network it was locked too.
Id be more concerned about it being blacklisted. Means it could have been reported stolen. Id be checking the imei number online.
Your only option is the small claims court.0 -
I used to buy a lot of phones that were blocked due to them being lost/stolen (bought legally from lost/found and stolen-recovered goods auctions) and the place I used to check on why they were blocked was this one:

For a one off check you pay £1.99 and if it turns out that the phone was stolen and you get the written report confirming this, you may be able to get Paypal to change their decision.
If they don't, you will still be able to use the report as evidence should you wish to take legal action or inform the police.0 -
You bought a dud you got a dud, you got what you paid for.
No sympathy for you, people buy damaged phones thinking they are an easy fix only to discover they cant fix them so open disputes, Ebay is now wise to this little trick.0 -

I didn't know Orange UK now charge people in Euro.
Are you located in the UK? Was the phone bought from a UK seller?1. Have you tried to Google the answer?

OP bought phone that was listed as not working, when it arrived it wasn't working.
Where's the problem?The best thing you can do at work is join a Trade Union.
