Are Orange really willing to unlock a blacklisted phone? That seems a bit pointless.
Can you post the link to the eBay listing, as I think how the seller has exactly described the fault could be the crux of this.
If he says it was not getting signal in the UK, I'm not sure this means that it will then get signal in Ireland, surely it just means the seller has tested in the UK and it doesn't work there, but it may not work anywhere?
And also, maybe the seller did have it on O2, after it had been unlocked from Orange, or have you already confirmed that the phone is indeed locked?0 -

Jailbreaking won't get around a blacklisted IMEI, only the network lock.
With the first iPhone there was a method to change the IMEI after jailbreaking but as I recall they changed the IMEI from being stored in software to hardware to prevent this.0 -
Jailbreaking certainly wont get around an IMEI block, and most IMEI blocks are European (and northern America for GSM providers over there (ie non CDMA)) as they share the information.
However you can still change the IMEI but Im not going to condone that as its illegal (and quite difficult).0
