I've just used the advice on here to appeal to Eurocarparks.
Then did some further reading to see what happens next and found a thread dated 4 November which contradicts the information on here regarding the excessive charge grounds.
Could you possibly update this thread accordingly, and advise those using this as their reason for a rejection of the charges where they might stand now.

I've upated it already on 6th November which is why the template appeal is much shorter and doesn't talk about GPEOL. Where's the contradiction? I specially took time in my lunch break to edit the appeal advice when at work on Friday, to stop certain impatient people moaning (even though it made NO DIFFERENCE if people had used the old template appeal at first stage last week, of course not!).
There isn't much difference as to where you stand, if appealing to a BPA member and then POPLA, you just can't always just make blanket use of 'no GPEOL'. And at POPLA, everyone will need to show how the case differs from the decision and facts in Beavis v PE.
ParkingEye cases will need careful argument, Euro Car Parks cases not so much (they never did); a poster here would have to try very hard to lose a POPLA appeal against them and many other PPCs and would have to make a pig's ear of POPLA stage IMHO.
At POPLA stage the arguments still exist except MAYBE no GPEOL in some cases (but even that 'can' feasibly be argued in a case that's not a free car park if you can draw the 'penalty' distinction between Beavis and your own case - read John de Waal's take on the Beavis decision). As was always was the case, people can use 'no keeper liability', dodgy signs (too high, sum of the parking charge unreadable from a car before parking) no landowner authority.
And you can still argue 'different issues than in Beavis' unfairness under the UTCCRs and CPUTRs (or under the new Consumer Rights Act for PCNs after 1st Oct) and you can still argue the CCRs (cancellation etc) regs if not a fully automated site, because Beavis was before those regs so they are unaffected.
You could even still argue the Aziz test (like you could 'no GPEOL' in certain circumstances) if you show your case differs significantly from Beavis, because the Aziz test is a binding ECJ decision in its own right. Never yet seen a case won on it but that may be because cases haven't had to depend upon it before. And if not, so what? You don't lose brownie points for arguments POPLA doesn't agree with.
Obviously most important is appealing as keeper, not ticking 'driver' in any drop-down menu on an appeal page offered by a PPC - not talking just about mitigation nor a single word about 'my ticket' nor who parked the car.
And then remembering to actually USE 'no keeper liability' at POPLA stage (OMG it never ceases to amaze me how many people miss 'no keeper liability' out - what's the point of appealing as keeper then?!).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I used the template you provided to appeal to UKCPS & I've had a reply, warning me to pay £100 or give the name of the driver. It doesn't say its an NTK, nor does it give a POPLA number. What should I do?0

My question, is this company a cowboy business? My wife has received a ticket through the post, I am the named owner, before I pay it she has admits the mistake of not getting a ticket/didn't realise it was a pay & display car park, as it's private and not run by the council do I pay or not?. Any advice would be great, I don't want to pay if I've no need too..0

There may be many things you could say about MSE - however they do not issue parking tickets!
Nor do the people on this forum who try their best to help people to no personal advantage, despite what is at times extreme provocation.

Just trying to work through these threads.
The matter in hand...had a PCN from Excel Parking today for an alleged contravention of parking without buying ticket 15 days prior (The Walk (Iceland), Ebbw Vale, Wales). Parking time 17mins mostly delayed by Iceland queuing time. First time I've ever been there. Can't say I noticed any signage or anything to make me think I needed to pay (otherwise I would've). It contains ANPR photos of my vehicle. It's clearly states appeals procedure with lesser payment if dealt with within 14 days £60 (£100 within 28days). I note that the letter is dated 2days ago therefor giving me 12 days.
Reading the advice can I clarify the process:
Complain to the retailer Iceland.
Send an appeal letter to excels central payments office (if there's any chance of a link to templates I'd be grateful).
Then if it gets rejected which seems to be expected what do I do next? It's IPC regulated. As advised on one of the previously threads it stated start new thread as these can be tricky?!?
