            There are probably thousands of council tenants who could now possibly afford to rent privately but they choose not to many because they prefer to live in the secure knowledge that unless they do something dramatically wrong they will live in that house and no one can put them out... why would you think it should be otherwise?
Council houses IMO are for people who cant afford to rent/buy privately.0 -

How much is their rent?
If you think they are commiting benefit fraud, phone the council, if they are not well there is nothing you can do.
I would like to know how you know their credit rating though!

They live in a bungalow very small and very old.
They pay part rent which is £80 a month.
I know these people closely and have discussed there credit rating with them.

            Well if it anything like our house, the council probably can't wait to sell it to someone. the day we signed our lease they said, "we are encouraging tenants of these particular properties to buy them as they cost us too much to maintain"

            When you take a council tenancy - it is an Assured tenancy so that means it is basically for life unless you breach the terms (ie don't pay the rent).
How is it abuse of the system if you stay there within the terms of the tenancy you have legally signed?
If you rent, you may have to move every 6-12 months. Council housing tenancies mean you don't have to do that. In some cases it can also pass to those living in the house if you die so adult children living at home could still have a secure home on the death of their parent.
That's the way the system is set up. There is no clause in the tenancy agreement to say you have to leave if you can afford to rent something else!working on clearing the clutterDo I want the stuff or the space?0
