I hope that your management company are not employing any other services other than parking from C2C - eg key holder as C2C and associated company Sussex Security Solutions (same director) both do not have a SIA licence

AFAIK they are only employed for parking regulation, and I have seen no clamps (let alone 'tickets' on any vehicle). Presumably they don't need a SIA for this?
What point is there complaining to IPC that the operator is not displaying their logo? Is there any penalty that C2C will incur for not displaying the sign? I presume once BPA get onto them, they will rectify their signs.Thank you for reading this message.0 -
You won't see clamps as that's illegal now.
No SIA licence needed for ticketing.
The IPC can issue sanctions against members re signage - but if I were you I would keep schtuummm as you may need such errors if you get a PCN!

Schtuumm is good advice - for countering a PCN or FCN as C2C call them I believe. Brain obviously not fully in gear in earlier post - AFAIK no-one has filed a formal complaint yet to the IPC for one of their AOS members - which was a reason for saying the above - also PP is looking for info regarding these complaints. IPC claim that all complaints about their members are handled by a committee - yet no information regarding this has been forthcoming.0 -
Latest information from the Management Company.I have spoken to several residents and no dramatic change has been seen as yet in the parking habits of non-residents, however it seems to depend on where on the estate these residents live.
The directors agreed that we didn’t want to raise any additional fee for this parking service which would be passed on to the residents, and so it was agreed to instruct a parking company who would collect their fee solely from the ticketing process.
We will I am sure be discussing the effectiveness of Capital 2 Coast at our next Directors meeting in March.

The basic busines model for most PPCs is to offer their services free of charge in lieu of parking charge revenue received. They also frequently offer a cash "incentive" (bribe) that they refund a % back to the client of charges collected.
What this typical business model demonstrates is that they are merely agents - with no locus standi to pursue charges in their own name through the courts. They also require people to break their contract to raise revenue, which demonstrates that they rely on charges for their business operating costs - therefore the amount claimed is purely a penalty and not a GPEOL.
If C2C aren't getting enough tickets the normal way - they will find ways to ticket ordinary residents as previously described on this thread - even photograping cars claiming no permit when one is displayed - this happens see other threads (different PPC today OPC Parking)0 -

How can they photograph cars that are displaying a permit and then claim they are not? Mine is stuck on above the tax disc.
I am sure if this started to happen the residents would soon create 'a stink' !
I feel the Management are seemingly an innocent party. They probably just tendered out to the company who said they could do the job most effectively, without doing any / much research.Thank you for reading this message.0 -

I've actually seen it happen - a car parked in a permit only space (albeit parked up close to bay) had a permit displayed in the windscreen - personally checked it was for that car - the parking charge was placed on the driver's window. PPCs also take vague photos that do not prove anything at times.0 -
In that case I would hope that the owner would challenge the PPC and copy it to the Management company.
