Parking meeting

I have been invited to attend a meeting about 'parking on (this) estate'. by the estate Management Company in early December. It is a private estate, and parking is 'managed' by a PPC. We all have a residents permit, and a visitor's permit.

I have rarely had any problem parking outside my front door, and if someone else was there, I can park across the road, where there is always an empty space.

When I glance at other vehicles parked, virtually everybody has either a residents or visitors permit displayed.

I have never seen anybody come to check the vehicles, but I have heard of one or two people having received a 'ticket'.

I suppose firstly I should listen to what complaints have been received, but are there any comments I should be making?

    I really can't remember who they are (AS- ... comes to mind, but I think they have changed their name!) . I am away from the property at the moment and won't be back there till next weekend to check.

    The thing is, as far as I know, is that there isn't a problem! I don't see non-residents parking there (it is very convenient for shops). The only thing I can possibly think of is that if the PPC are not making any money from fines, then the Management company would have to foot the bill, and in turn ask the residents to pay for it.

    Is it general meeting or a personal? If personal you need to know the nature of the complaint before the meeting (you may need legal help with you). So you may need to spend a bit of money on legal fees etc. have you legal protection?
    Do you want your money back, and a bit more, search for 'money claim online' - They don't like it up 'em Captain Mainwaring
  • No it is a meeting for all residents. It is worded "to discuss any problems you may have with the parking on this estate and how this could be improved". For me, it is okay (maybe I am being selfish, but I don't see cars touring around looking for a space, and there is always space near my house!).

  • The first thing I would be doing is checking my lease - does it specify you have to display a permit ? If not then you might want to point out that the lease will trump any made up T&Cs every time legally and therefore the permit scheme is a unenforceable folly.

    The permit is about the size of a tax disc, and is stuck 'permanently' on the windscreen. Whether it is in the lease or not, is irrelevant. It is no great hassle to stick it there once a year.

  • Lets just hope the ppc does not morph, change permits and forget to send them out.
    Maybe the question to ask, bearing in mind the lack of parking problems, is "do you need a parking company? How much do the management company get from the PPC or how much do the management company pay the PPC
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    I would be saying 'the car parking is fine but why should we bother with a permit scheme as it causes more trouble than it is worth, for example if permits are updated when people are away, or if they use a courtesy car or hire car, or if a visitor doesn't realise which bay/permit to use, or if a permit slips from the dashboard or fades in the sun, or is covered by snow...all of which give PPC the excuse to issue a fake PCN at our residents' expense if daft enough to pay. Say that you are not happy to run the risk of tickets and debt collector threats for me or my relatives from a notorious parking company so who else agrees that we do not need one?'

    If the Managing Agents or whoever leads the meeting is keen to get a PPC in again ask whether that's because they get a % of the tickets? Re-state that this industry is notoriously chock-full of bad apples, even AOS membership with the BPA doesn't change that fact. If the company name is known, suggest a few people might like to Google the name and the words 'fake PCN' to find online forum discussion of their previous reputation with these fake parking tickets (because they are just invoices, not real PCNs). This may be news to lots of people, do direct them to look here and learn how to win 100% at POPLA stage by following forum advice...
