Is there someone who onsite manages the area? If yes, why not fit lockable, foldable bollards at the visitor spaces. Anyone visiting needs to advise who they are visiting and get the onsite agent to unlock the space.0

Mart Monk, this thread is about the pros and cons of employing a self ticketing firm. Let us not get bogged down in what may or may not take place at a Popla appeal.
Peter the Piper there will be no parking company presence, it is a self ticketing scheme.

But you brought winning/losing POPLA appeals up in your very first post yet now people are pointing out that you (or rather the PPC) won’t win all the appeals you don’t want to know?0 -
Do you know if the ppc involved allows your residents etc to appeal to popla and who gets charged the £27.00+vat for each appeal that gets to popla?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Pros - for the residents and visitors;
1 'maybe' there is slightly better parking availability.
Cons - for the residents and visitors;
1 They get tickets incorrectly and have to contact the 'agent' who issued, then the PPC, then POPLA etc.
2 It doesn't solve the problem long term.
3 It creates annimosity among the residents - those who are 'issuers' and those who are 'victims'.
I'm sure I don't need to point out the pro/con for the PPC but I'll make a start;
Pro's - they can scam a few more people by doing nothing other than sending a letter.
In fact, I'll be your PPC, just send me the pics and I'll issue invoices.
Cons - none whatsoever.0 -

No PPC will allow "self ticketing only" they all reserve the right to enforce directly .
Before you even think about it, you will need to have the leases read by a solicitor to see if you have the authority to make principal servant contracts on land you do not own.
Sounds more like to me, you only have two visitors spaces and you are annoyed other residents are using them for their visitors and not "respecting you authority" as boss man over the surfs.
Any PPC you bring in will parasite the genuine people as this is how they work, they will come on site and do the old roof lift rock permit scam.
As said, fit collapsible bollards and have a concession parking scheme for the spare spaces.
As for the other spaces, the belong to the leaseholders, if one is a legal professional and you start making principle servant contracts, you better have a very big bank balance and good legal insurance.
The one listed was a layperson, someone really in the know could go for a serious amount of cash in damages.Be happy...;)0 -
I have just spoken to a company which operates a self ticketing scheme. It works thusly. The company send a pack of signs to the management company who erect them. Any car parking improperly is photographed by the Management Company or any member of the Residents Association, and the photograph is then emailed to the parking company who then issue a pcn.
IMHO, don't let Perky anywhere near your site. Sounds like the spiel of Combined Parking Solutions to me who then give a bounty payment from their gains.
