Hi Guys ( sorry as a newbie i think i opened this in the wrong place - no offence, i have opened a new thread)
Im a complete newbie, sorry if i am in the wrong place!
I received a pcn issued by a bpa member, method was anpr, i wrongly i know now ignored it, and then the next one and now i have received a lbcc.
I have never signed for any of these can i just reply to the original as if i just received it? using the advice/templates on here?
I must have read old threads originally to ignore all.
Can a defence of never having received the paperwork work? as i have never signed for any letters?
my parking mistake was genuine, the signage confusing with some areas offering free parking for 20 mins and some evidently not
What can i do can i start again or say i never received paperwork when summons comes etc

Hello I am completely new to this, I have never been fined or any points on my licence and need to clarify a point on the issue of my notice to keeper. I parked on a privately operated car park on 6th Jan 2015. It was a housing estate car park (think council owned) so no ticket facility - permits only. It was an emergency and I had to park for 15 to 20 minutes to collect my ill son from school. When I returned with my son and approached my car their agent was noting my car details and advised that they would be contacting me with a penalty. I was not given anything in writing. I have just received a notice to keeper driver (issue date of 4th Feb 2015). This is outside of the 14 day period to issue - am I correct on this - so could this a technicality not to pay the charge of £60.00? The notice states that they 'were unable to affix the parking charge notice to the vehicle whilst it was stationary as the driver drove off. A copy is attached for your reference'.
From their notes the period of parking was for 10 minutes in total.

I just dropped in to say thank you all for your advice.
My wife got stung at Stevenage Leisure Park on 4 Dec 2014 and she received a penalty notice.
* She got a ticket with all the photos, but somehow the ticket went missing (How? I don't know!)
* She received Notice to Keeper early January - we appealed through a specialist company (Parking Ticket Appeals)
* Appeal rejected. Parking Ticket Appeals went out of business! (more on that later)
* Went to another company - Private Parking Appeals (alias Parking Cowboys - recommended on these hallowed pages, no less)
* They lodged second appeal
* Fri 27 Feb - penalty cancelled! Result!
About Parking Ticket Appeals:
I sensed something was up when their website stopped working. But they were helpful in recommending an appeal to PayPal to get a refund - which I got!
Parking Cowboys / Private Parking Appeals: they got the result, but they don't communicate very well - in fact, not at all!0 -

Hi, hope you can help. I see on note 7 that for a camera related 'offence' the charge notice must be received within 14 days. The alleged offence occurred at Luton Airport (Apcoa Parking) 05:15 on 12/2. The reply was dated 26/2 and was received 28/2. Is this a grounds for rejection ?
