    The horse's mouth says

"Guaranteed size cabin bag: keep essentials and valuables with you
    Updated 06/06/2013

We know that many customers want to make sure they keep essentials and valuables with them during the flight. Our challenge is that, as more people choose to fly with us, our cabin space becomes more limited. The guaranteed size bag, which is only a few centimetres smaller than the maximum size bag, will fit comfortably under the seat in front if there is no space in the overhead locker. This means we can offer customers the service they want, while managing pressure on cabin space and ensuring that flights continue to board as quickly and smoothly as possible."

    Yes. I've seen that.
Maybe I'm mis-understanding the question, but I think what is being asked is, if your larger-than-the-guaranteed-size-but-still-within-hand-luggage-limits sized bag is refused at the gate due to the flight being busy and sent to the hold, are you still entitled to take a separate bag into the cabin (taken out of the bag you intended to take into the cabin)?

Easyjet website says" You may carry one item of cabin baggage only, measuring a maximum 56 x 45 x 25cm (including wheels, pockets and handles)."
If this is removed to the hold, is this still classed as your one piece of cabin baggage (because you haven't paid to put a bag in the hold) ?
This is what is not clear.

Each and every passenger can take a guaranteed size bag on board that can go under the seat in front of you.

I've seen the cabin crew give an orange plastic bag to a passenger so they could get their valuables out of their bag and put it in the orange plastic bag, before the large bag went in the hold.

Yes, you've seen it happen. But is this official policy? or just what staff at that airport/on that flight have chosen to do? And staff at another airport/on another flight might chose not to do?
Nowhere on the website does it state officially that this is what will happen or what you will be entitled/allowed to take in the cabin with you.

The space under the seat in front of you is exclusively yours and the website answers clearly state that it is to store a small bag.

Yes, this is not under dispute.
Maybe I'm not explaining this well. Let me put it another way.
Everyone, irrelevant of whether or not they've paid to put a bag in the hold, is entitled to take one piece of luggage, free of charge.
If this is within the guaranteed size, this goes in the cabin.
If this is not within the guaranteed size this may have to go in the hold. If this happens, are you entitled to take a second smaller bag (either a small bag taken out of the bag that is headed for the hold, or an orange carrier bag given to you by an Easyjet staff member) free of charge, into the cabin?

Anecdotal evidence says this is what happens on some flights, but is this official policy and, if so, where on the website does it say this?

My assumption is that no one can be forced to be bagless in the cabin.

Indeed. And it's a reasonable assumption.

But the question remains, what Easyjet's official policy?

The tone of the answers implies that they really want passengers with a large proportion of their hand luggage made up of valuables to go for the guaranteed bag size and don't really want to clarify what reasonable options are available.

And that is why people come to places like this to ask the questions, because they can't get the answer from the horse's mouth because Easyjet haven't made the position clear.

Personally, I make sure my bag is the guaranteed size then my position is perfectly clear. It's the 'guaranteed' size, so it stays with me :)

The cause of pressure on cabin bag space is the charge for checked luggage, perhaps a cheaper charge for a smaller and lighter checked luggage bag is the answer.

    And that's the best answer.

To take a bigger bag means there are no guarantees. If you're the kind of person who wants to be sure what will happen, then you stay within the guaranteed size.

If you have a bigger bag, then the answer is going to be "it depends" - there will be many factors, so it's probably not a clear and fast rule - that's why they make a clear rule for the smaller bags.

Or, put it another way, if you pack a bigger bag, but then can get everything into a smaller bag (which you've carried inside the bigger bag), then you're probably not smart enough to fly!

Oh, and a note for the people who say "the space under the seat in front of you is yours"... that is not true if you are at an emergency exit row. You can't have anything on your lap or under the seat in front of you for take off or landing (for obvious safety reason, but I regularly hear people moan when the cabin crew ask them to put their bag in the overhead until we're off the ground)
    1. Have you tried to Google the answer?
    2. If you were in the other person's shoes, how would you react?
    3. Do you want a quick answer or better understanding?
