    I have also written to the land owners [waiting reply] as ANPR are acting on their behalf. will keep you all posted.

    a bit more advice if you all don't mind should I reply to the final demand letter.as the person I represent is the keeper of the car and on that day was not driving the car [he was at work and can prove it] is he liable for the pcn. I have already given ANPR this information but they chose to ignore it in there reply.

    This is interesting because this is 61 days away. Can you confirm the date is December and not November?

    Previously POPLA always gave an appeal date which was 35 days away. Their key performance indicators by which they are measured state that they must aim for 100% of cases to be decided within 44 days.

    So perhaps this is actually the true date when they calculate your appeal will be held on, based on the actual backlog.

    Or perhaps the KPI of 44 days has gone out of the window, and there is a new target. The BPA wanted to re-negotiate the 'contract' (not that it has apparently been signed) with London Councils so that they could throw POPLA out after three months if they were not hitting targets. Perhaps London Councils have agreed with this, but have negotiated some new easy-to-hit targets.

    I wont contact them anyway. I don't think it was an oversight don't no a lot about these people but they seem to be lower than low.
