the letter says I can appeal to an independent appeals service please write to me quoting this verification code xxxxxxxxxx is this the popla code. your website also says don't appeal mitigating circumstances which is all I can claim.
Oh dear, they're at it again, persuading you to submit a POPLA appeal via them. This is an absolute no-no, for obvious reasons.

Can I suggest you edit your post and mask out the POPLA number, as your case can be identified by NPR by that code.

And I also recommend you to put in an complaint to the BPA Ltd about ANPR's behaviour:
    * For telling lies about the validity of disabled spaces
    * For urging you not to appeal to POPLA
    * For failing to give you clear instructions on how to appeal to POPLA
    * For misleading you around the method of POPLA appeal (i.e. getting you to submit it via them)
I really urge you to do this. As I have stated, ANPR Ltd are complete sharks and pay no respect to the Code of Practice they MUST adhere to in order to have access to the DVLA database. If everyone complained, eventually the BPA will have to do something about them. Oh, and also complain to the DVLA - because they breach the CoP so blatently, their access to your details was essentially unlawful.

It's better to start from end (most recent cases) and work back.

It would be interesting, having sent an appeal to POPLA direct, to then send it to ANPR to 'appeal on your behalf' as per their kindly offer in their letter, and see what happens.

OP - this isn't aimed at you (unless you feel up to doing it), but at some stage if there is someone willing to take it on with a future ANPR case, I think it might be worth doing.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Shame Trev is not in my area, there is a new parking company in a car park I went to yesterday, didn't see cameras but I did double dip it and could swear it had ANPR in there somewhere, will take another look over the weekend
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
