This isn't going to change. The child cannot stop the noises.
Options as I see them, in no particular order: -
1) Sub-let the flat for a year if you are allowed to, find another place to rent within the money you get for the flat - if feasible and review the situation in a year.
2) Make friends with the child and his Mum so when you hear him you are not irritated. You just think "Hello Fred".
3) Find a new home and take this opportunity to move into say a warden assisted flat.
4) Keep your head down and put up with it. Buy ear plugs for bed time. Buy a personal stereo with headphones to listen to music during the day.
You have been so lucky to have had all those peaceful years. Many people suffer with noisy neighbours and they are more stressful than an innocent child. Drug & alcohol abusers, bullies, irrational violent people who don't know how to behave in a civilised world. Things could be so much worse.
Shame the Mum didn't introduce herself and explain the situation as soon as she moved in. You might have got off on a better footing.~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

After being up all night last night with my own severely disabled daughter, I apologise if my reply is a tad more vehement , I do not have the energy to tone it down as I normally might.
You have purchased ( at an extremely reduced rate via RTB) a property, sorry, a flat, and you are upset by noises. Would you be posting if people were playing music, or making love , in the flats above or below you.
As you are retired, I wonder if you are of the generation when disabled ( not handicapped, that went out with the ark) children were shut away in institutions?
Instead of posting about how hard done by you are, how about offering the ( probably stressed, inadequately housed, run ragged, worn out) parents a wee bit of support by doing a bit of shopping or gardening for them ?
I am not surprised that the friend told you to F off. If it had been me, I would have said an awful lot worse.
We spend our lives battling hospitals, sometimes schools, Social Workers, the stares and ignorance of others, whilst worrying about our children who sometimes have severe and life limiting health conditions, on top of raising the rest of our family.
Your post has made me so mad I could spit. So I will bow out.
My honest hope is that the wee family in need get offered a beautiful suitable Council House, and you get a gang of Heavy Metal fans below you, and a hoard of acrobats above you.

You really are a nasty so and so, plenty on here have told you they have been in the situation and plenty more people on here live with this as a part of their family day in day out, that is life to refer this poor child as sounding like an animal is just down right cruel, do you think the parents wanted their life to be like this, do you not think it is hard enough for them and their disabled child without horrid people making them feel bad you really need to learn how to be tolerant of others.

Everyones pretty damn quick to jump on the OP but you'd all be on her side if the noise pollution was due to loud music, animals or anti social behaviour.
Noise pollution doesn't somehow become less stressful and life ruining because its coming from a child and not loud music.
Alright the kid can't help it but their (unintentional) actions are causing the OP extreme stress and discomfort - get off your pedastals and stop treating the OP like they're void of humanity.
Is there any scope for grants for improved sound proofing between the flats?
Can you speak with the noise pollution team at the local council? If they agree there is a problem maybe they can work with the housing team/social services to help the downstairs neighbours - be it with soundproofing, coping techniques or perhaps even offering a more suitable property.0 -

Yes. Let's isolate disabled children even further, by shutting them away. We wouldn't want someones precious terrace and outdoor dining experience to be sullied by the realities of life.

Loud music, parties, etc can be changed, a disabled child making noise is in no way the same as any of the above mentioned, they can't help it, people acting like a bunch of rowdy chavs can help it, they're just anti social.0

From that quote one can only assume you are lucky enough to have never ever dealt with ongoing noise disturbances in your home because if you had, you would not be so dismissive.0

As I said, the kid can't help it. So lets not focus on what is causing the noise pollution but instead offer the OP the same advice we'd offer anyone else suffering noise disturbance from any other source.
I won't repeat myself because its above but I'd particularly be asking the council about grants for improved sound proofing - OP try googling Healthy Homes Loans and see if your council operates a scheme - they deal with catagory 1 health and safety hazard rating risks - noise pollution qualifies.0 -
I feel for you OP because it is a shock to the system but you really need to learn to choose your language carefully and look at creating a more compassionate outlook on life (its not easy sometimes).
You need to look at making the best of a bad situation, can you make your flat more soundproof?
Can you use headphones to listen to the tv when you watch it etc?
I would also note down the occasions of abuse you recieve from the family but not if you instigate it.0 -
