Yep - me too - in fact loads of folks think that - I've gone through the discussion at work, where we 'voted' on it, and I lost.
The 'winners' all were of the opinion that the dual part was referring to the 2 lanes needed in each direction - which of course is NOT the case.
The dual correctly refers to the fact that there are 2 carriageways - one in each direction.
I just smiled and said fine OK.

So it can be a single lane in each direction. What makes it a dual carriageway is the central reservation, which doesn't have to have a physical barrier.0
