Damn, that was good detective work with only the whole country to choose from! :D

Used the web address of the image to find the website, then took the details from the webpage and compared their map with Google maps

The description on the site was terrible though, no road name, just that it's between a town/village and a bridge name that no body in the entire world actually knows.
So I picked up a road name from the little map, searched for it and tried to match up the road lines.

Yep - me too - in fact loads of folks think that - I've gone through the discussion at work, where we 'voted' on it, and I lost.

The 'winners' all were of the opinion that the dual part was referring to the 2 lanes needed in each direction - which of course is NOT the case.

The dual correctly refers to the fact that there are 2 carriageways - one in each direction.

I just smiled and said fine OK.

It gives one a warm glow inside to know you're right.
    Dual carriageways

A dual carriageway is a road which has a central reservation to separate the carriageways.

    https://www.gov.uk/general-rules-all-drivers-riders-103-to-158/multilane-carriageways-133-to-143

So it can be a single lane in each direction. What makes it a dual carriageway is the central reservation, which doesn't have to have a physical barrier.
