Gibberish, on all counts, in particular the Booths sign - "This Scheme is operated on a non-for-profit basis, and all profits will be donated to a local charity." no sign of any PPC involvement, looks like a DIY operation you can buy joke parking tickets with little yellow envelopes on ebay Amazon and so on ( I've heard liberty printers may also supply fake tickets as well )
It would be interesting to see just what charity is receiving these profits form this non profit operation.

As they can only claim for any "loss" they have supposedly suffered and nothing more, they cannot make any profit. If they do then that surely is an unfair penalty?

Is it worth seeing if I can get a ticket in the Booths car park to see if they actually try to get RK details from DVLA?
• Coming back to the Aldi planning application, I've noticed that none of the plans submitted by Aldi include anything about car park lighting, yet they've gone and installed around 8 lights on tall poles (no doubt so their partners in crime ParkingEye have something to attach their signs and scamera to).

I am guessing that this will also be something to raise with the council?

Yes, I believe poles and pylons require planning permission.

My guess is that Booths do not and never have enforced this.

I found that Aldi submitted an amended planning application in the summer to add in some staff parking, but still no sign of them submitting the car park management strategy. Actually, the council seem to have forgotten to get managemernt strategies off Aldi for a few of the planning conditions...tut-tut.

Anyway, I've enjoyed writing this today, thanks to bazster's pointers- how does it sound?

Dear Sir

Re. 13/00217/FUL & 14/00443/VCN, Aldi Foodstore, Scotland Road, Carnforth

I am writing regarding the above development and wish to raise the following concerns.

In the Decision Notice of 2nd June 2014 condition 7 stated:

“The development hereby approved shall not be occupied or brought into use until a Car Park Management Strategy has been submitted to, and approved in writing by, the Local Planning Authority. The Strategy shall comprise the maximum duration of stay and enforcement procedures, which shall replicate the restrictions on the adjacent town centre car park (with the exception of the staff car parking spaces to the rear of the store). The car park shall only be operated in full accordance with the approved scheme.
Reason: To allow for the effective and efficient use of the parking areas.”

Having visited this development it is clear that the car park operation does not replicate the parking restrictions at the adjacent Booths car park, contrary to the Decision Notice of 2nd June 2014. It differs as follows (photographs provided in the attached annexe):

• Signage states the car park is for store customers only.
• Signage states that there is a 1 ½ hour time limit at the store.
• Signage states that no return is permitted with 4 hours.
• Signage infers that parking enforcement operates 7 days per week.
• Signage states that there is a £70 ‘parking charge’ for failing to comply with the displayed terms and conditions.
• The signage is located very high up the car park lighting columns, rather than at eye level, with illegible terms and conditions in very small print.
• The car park is not operated on a not-for-profit basis with all profits going to a locally nominated charity.
• Aldi’s parking contractor, ParkingEye, utilises an ANPR camera system to monitor parking stays.

Please can you therefore respond to the following:

• Was the Car Park Management Strategy ever submitted to the Local Planning Authority?
• Has the Local Planning Authority approved in writing the Car Park Management Strategy?
• Are copies of the above available to view?
• If the Car Park Management Strategy was not submitted, what does the Local Planning Authority intend to do about this?

A second concern is as follows:

In the Decision Notice of 2nd June 2014 condition 2 stated:

“The development hereby permitted shall be carried out in accordance with the following approved plans:
- Proposed site plan:0690-MID-400 Rev T
- Proposed elevations: 1579-151
- Proposed site sections: 1579-152
Reason: To ensure a satisfactory standard of development.”

I can find no reference to either the provision of car park lighting columns or the siting of a column for an ANPR camera monitoring system being detailed in any of the site planning application documents.

Please can you therefore respond to the following:

• Has the applicant ever submitted a planning application and site plan (amended or otherwise) to show the siting of car park lighting and ANPR camera columns?
• Has the Local Planning Authority approved in writing the siting of car park lighting and ANPR camera columns?
• Are copies of the above available to view?
• If a planning application (amended or otherwise) for these changes was not submitted, what does the Local Planning Authority intend to do about this?

I look forward to receiving your full and considered reply within the next 21 days.

Yours sincerely...

it may be worth amending the bit about anpr cameras to just Video/CCTV cameras used to record vehicle registration numbers

• I was next to this Aldi car park last Wednesday and didn't see the ANPR cameras. Have they been installed yet?
