Running a washing machine all the time is EXPENSIVE - I'm using mine a lot more now due to a couple of factors and its sent my leccy bill up by about £25 a month.
Just make sure he understands this and you're not subsidising his "habit"0 -

Is he that short of clothes that he has to wash them every day, surely, no matter how much he hated clothes shopping.

Perhaps he has some form of OCD?
I can't really think of any other explanation for constantly washing clothes like that, it's bizarre. Even when it was just me & my DH in an apartment together, I only did our clothes washing 3 times a week, with bedding & towels once weekly, so 5 times a week total!
I think you do need to speak to your flatmate, 3 times a day, every day isn't on and he needs to understand there are 2 of you living there and need equal access.

Wow, he must have the cleanest clothes ever. I have a doubly incontinent disabled child, who also vomits, and two other children. I have the washer on every day, sometimes twice, but if I was single it would only be on a couple of times a week.
I think I would either withdraw the facility or make up a rota - maybe you could show him the increase in electricity bills, especially if he uses a dryer as well.0 -
Does he wear his clothes once and then put them straight into the machine?!
I can understand not wearing t shirts again after youve been to the gym, but surely lounge clothes only need washing once a week?!£2 Savers Club #156!

I would like to book an appointment with the washing machine on XX/XX/XXXX. While I appreciate YOUR devotion to cleanliness, unfortunately mine is now sadly lacking as the machine is constantly in use while I am in residence.
Please indicate in writing if this date and time are acceptable.

Honestly, there's no need for notes, even faintly humourous ones, as that's far too passive-aggressive.
A chat and if there are no results, just take his out, dump them in a laundry-basket and do your own.0 -
I had a flat mate once who used to run the machine to wash a vest and a couple of pairs of pants. Used to drive me bonkers too...0
