Thanks Coupon Mad, hope you had a nice break and sorry to learn of your troubles.
I did not fully understand the earlier replies from other members while you were away so wanted to wait for your insight as your guidance was used previously and was worried about any deadlines I may miss.
Do you feel option 2 is best under my circumstances, given the content of the UKPC's reply to my soft appeal, copied below?
" Thank you for your recent correspondence in relation to the above parking charge.
We have investigated the appeal based on the information submitted by yourself and can confirm in this instance that the parking charge has been correctly issued.
However in order for your appeal to be investigated further, please could you provide the name and address of the person who was driving the vehicle at th time of the offence. Unfortunately we are unable to answer any of your points raised in your appeal until we receive these details.
The parking charge has been on hold whilst on appeal and may be settled in full at the reduced rate of £45 provided payment is received at the below address within 35 days of the date of this letter (26th July).
Signed but illegible and not underwritten in print.."
You could write back saying that they are talking out of their proverbials as anyone may appeal on behalf of a driver, For example the driver could be dyslexic or Ukrainian and that their attitude and refusal to accept the keeper's appeal could be against Equality legislation or Racial discrimination.
However, you are generously giving them one opportunity to send the POPLA code by return. Refusal will result in you copying their correspondence to the DVLA, BPA and POPLA, accompanied with the relevant extracts from POFA, BPA CoP and the POPLA web site and ensuring that any future court action that they contemplated would be contain all of their many failures to abide by legislation and their own trade association's code of practice as well as published deadlines for replying.0 -

If they have contacted you as the Registered Keeper and you made a soft appeal to the PPC, stating you appeal against the charge due to xxxxx, either accept the appeal and cancel the charge or provide the PoPLA code, then you have fulfilled your obligations. When the 35 days is up as stated, write again and advise them that the matter is now closed and any further correspondence will be reported to Trading Standards and BPA as harassment.
You do not legally have to name the driver unless you have stated to them that you were not driving, which is why we always advise everyone to appeal in the manner of talking about the driver as though they were a third-person.Search my post " PoPLA evidence - What to submit" on what is a good defense for a PoPLA appeal.0 -

It is up to you.
Personally, I would advise a relative of mine to choose Option 1 because UKPC are laughably easy to beat at POPLA. And because Option 2 (although it seems like the path of least resistance) will probably mean you will get a series of scary debt collector junk mail for months on end because the fake PCN probably won't be cancelled (and if this stage makes you wobble then debt collector junk mail will, too).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm sorry to be a bit blunt, but we're 3 months and 58 posts into this and some of the current top posters have contributed a large amount of their time and we don't seem to be any further forward.
We're all struggling with the deluge of new threads daily and trying to help as many as we can.
You need to get that POPLA code. Have a search around the threads and you will find the form of words to get this done. Please also bear in mind that the work you're going to have to do to construct a POPLA appeal is going to involve a lot more research and effort on your part than you have had to do so far to ensure you have a winnable appeal. No one is going to handhold you as much through POPLA.
If all this seems too much for you, and whilst it's against my basic instinct, you may find it much easier to cough up the 45 notes and be done with this, for good.
Again, sorry to be blunt, but we are all extremely pushed.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Absolutely loads on pretty much every other thread where a person has not at first been sent a POPLA code. Look at any UKCPS thread, or Excel threads, or VCS threads, as they are notorious for not coughing up a POPLA code. Start on page 1 of the parking forum and read other threads like your own.
Posters on this forum really do need to start reading other threads asap, to learn from the wording they have used, as we can't write your POPLA appeal from scratch either, let alone a one-liner saying 'gimme a POPLA code, you have failed to...etc.'PRIVATE 'PCN'? Given the cancer issues I am facing, I think, despite my efforts to date to deal with this corrupt charge, I may be forced reluctantly to do as advised by Umkomaas, and pay the £45 I can barely afford in order to lower the stress and get a better nights sleep.0
