I would not do that myself. They will just then go to court and you will miss out on POPLA.
I would go back saying you are appealing as keeper on behalf of the driver and, as the PPC has restated that they believe the ticket was issued correctly, you require a POPLA code to challenge this.0 -

You can send whatever appeal you like to the PPC, it will almost certainly be rejected. What you want from them is your POPLA code. The issue re signage (and a whole lot more) should be saved for your appeal to POPLA at a later stage.
I'd send the PPC a 'FINAL NOTICE' - supply me with my POPLA code within 'x' days (the balance of the days left before their 35 days expire, or 7 days whichever the longer) or you will consider their charge dropped. Inform them that failure to provide the code will be reported to the BPA and the DVLA.

My note is a complaint about the PPC not giving you a POPLA code. Not sure how you put in a POPLA Appeal without one.
When you do the POPLA Appeal you need to put in all the points.0 -
Umkomaas, I have already done this and the content of their response inks in my message on 31st July, above. Guys Dad suggested I go direct to POPLA for a code yet also mention the few grounds for appeal which do not include signage issues.0

GD did not suggest you ask POPLA for a code; they do not issue codes. GD suggested you write (complain) to POPLA about the fact that the PPC won't issue you with a code and could POPLA put pressure on them (the PPC) to issue you with one.
In order to appeal to POPLA you must get that code. So either follow GD's line of attack or mine - whichever gets you the code matters not.
Ultimately, if you don't get the code, then it's a letter to the PPC stating they're out of time to supply the code and therefore the matter is closed - game over!Please note, we are not a legal advice forum.
