The Housing Act 1988 produced massive upheaval for the HB system. The Act began the deregulation of private sector rents, reduced protection for tenants and removed the right to independent assessment of "Fair Rents".
This plus sale of council houses might have sown the seeds of BTL
The sale of council houses was happening before thatcher took power. It's only the "right to buy" as in you had a right (whereas previously councils could discriminate) to buy that thatcher implemented and publicised it.
Secondly the sale of council housing was going on for around 20 years before BTL took hold. The explosion in BTL happened firmly under the labour regime. It massively, well over 5000% increased.0 -

The CML didn't record BTL lending separately prior to 1997 although it did exist previously so if it's CML data that the 5000% came from that might explain the large number.
The big day was 28th February 1997 when the government of the day (conservative I believe) introduced regulation to ensure all new tenancies were on an assured shorthold tenancy. This meant lenders were less at risk from a non paying tenant and were therefore encouraged to lend more.

The sale of council houses increased considerably after Right to Buy in fact people were encouraged to buy. How do you think the shortfall of rental accommodation was going to be made up. The foundations of BTL were laid in the 80s even if the growth didn't happen until later.

One of the most interesting things is despite how much Labour claimed to hate her policies, how much did they actually reverse in their 13 years of office?
In terms of major policies, time has proven her mostly right.

She was the "architect" others have stated, as you have too.
I don't really agree with this though. I'm not sure what the insult is about. Thatcher cannot be attributed to, or blamed for something which happened long after she left power, and something which happened under a different party.
Though if this is the case, we could simply blame tony blair for anything that happens under the colaition....which I'm not sure you would agree with.0 -

I suspect that Tony Blair actually loved power and so had to chase the middle ground to the right.
He was on the hard left of the Labour party when that is what was required to gain power within the party.0 -

It's rubbish Graham_Devon. Blaming Thatcher for BTL is like blaming her for Rangers going bust or the bad weather during your Spring, It's a non-sequitur.0 -

It wasn't Labour that encouraged people to buy in the 80s. I probably know more about what happened as I know people who bought in the 80s and had plenty of friends and family living in council houses at the time.
It is quite ligament to blame someone for policy's they introduced in the past if they are still having an effect.
People blame Labour for tax credits why don't the coalition
abolish them.

I find it strange that people like say that Thatcher changed the UK for forever when she came to power but she is not responsible for anything after she left office? It is like saying William1 conquered England but nothing that happened after he died was because of him
I think they call it legacy?
