Hi all, sorry if this has already been discussed.
Tonight sunday at 19:50 I was issued a Parking Charge Notice from Vinci whilst parked at Brighton Marina multi story. I was parked in a disabled bay not displaying a blue badge. My argument is at the time of parking there were no parent and child spaces available and having 2 young children requiring a push chair I decided to park in a disabled bay on the ground floor. There is only a few parent and child spaces compared to almost 3 times as many disabled of which there were plenty available. There are no lifts at this car park which make it difficult with a pushchair.
Do I just pay the charge? Or dispute it?

    Please don't use disabled parking bays if you don't have the need to use them. Parent parking is just a gimmick and are not a requirement like the disabled bays. In regards to Vinci just ignore them if its your vehicle. It's highly unlikely they will attempt court as you paid to park I presume and there is no loss.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Disabled bays are there for people displaying a valid blue badge. Would it have been impossible just to use an ordinary car parking space?. It's usually the other way round when me and my husband go out. He's disabled, and the parent spaces usually outnumber the disabled ones but we never use them, even though I'm not even sure why they're needed. I do understand about lack of lifts though, and that is wrong, so maybe it's worth disputing it because of that?.

    Actually the blue badge scheme does not apply on private land, please read your handbook on that. Sometimes you can be disabled without the blue badge, under the Equality Act 2010 you are allowed to use the disabled provisions in a private car park whether you have a badge or not.

    FYI if you ever get a ticket on private land because you forgot to display your badge bear what I just said in mind.

    Not actually accurate. They are there for people with disabilities whether they have a blue badge on display or not. In fact that BPA specifically Cally mention that point in their operator guidelines.

    Thanks for the replys just to point out I never park in disabled spaces as a rule. But this car park has no normal spaces at ground level and no lifts. It was a sunday evening and rather quiet. Trying to navigate a pushchair up and down urine smelling stairwells is something I try to avoid.

    Well how do people prove that?. There's usually a notice right by the parking bays to specify that a blue badge must be displayed.

    Well I think in that case I would write to them. It's amazing that there were no parent spaces left on a quiet Sunday evening though.

    Does that rule apply even if there's a notice by the parking bay to say that a blue badge must be shown?. Surely anyone could plead that they'd forgotten their badge then?. We keep ours in the car so I've never checked up on that rule, but thanks for the info.

    If they actually say a blue badge must be displayed , that is actually a breach of the Equality Act, as it discriminates against disabled people without a badge
