Reserving spaces on a public road

My mum lives in a cul-de-sac with 8 houses on it. The house directly across from ours houses the biggest ned in the area.
Shortly after we moved in (12 years ago) ned comes to our door and asks us not to park outside our house as she's just passed her driving test and is scared she will hit our cars. My dad thought fair enough and we parked round the corner while a drive was installed.
The next summer we were getting work done to the side of the house and my parents parked outside our house - it's been over a year since we moved in neighbour must be a more confident driver - wrong she called the police and told them we were blocking her drive! The police attended and clearly we weren't so she was told off for wasting police time.
In my mums house now there are 3 drivers plus my sisters boyfriend who drives to see her most days, the driveway only holds 3 regular size cars but my dad drives a hackney so it's dads car plus 1. Even though all 4 cars can park in our street without disturbing our neighbours (we use a neighbours drive with permission as they no longer drive) this woman still kicks off at every opportunity.
Mum lost the rag so at Christmas we staged a family gathering, filled our driveway (my parents cars), neighbours small driveway (sisters car) then invited sisters boyfriend, my boyfriend, big sister, grandparents, my cousin and neighbours also invited people causing every space in the cul-de-sac to be filled perfectly with the only gap being the access to her driveway- neighbour curtain twitched like crazy that day lol!0
