Why is it that "fat" people can laugh at other "fat" people jokes/pictures, but when someone who is thinner but still has a bit of fat on her get ridiculed as fat shaming...

Fat people are the targets for comedy by fat, thin and intermediate alike.
As for that image, maybe people just didn't find it funny?0 -
maybe also it has something to do with the fact that if a fat person makes a joke about a fat person there's a feeling of camraderie, whereas if a thin person makes a joke about a fat person, there can be (misconstrued admittedly) a feeling that said thin person is just laughing at, as opposed to laughing with.
The same goes for any joke based on race, colour, sex, religion, etc etc. Someone Black can make a joke about black people (ie Eddie Murphy) and it's funny. If I said that same joke, it wouldn't be. Why? Because I'm not part of that group.
In fact, think of it like jokes against your family. I may joke that my mums a nightmare, loud, interfering, etc etc, and I will laugh along if my brothers make a joke about her. If anyone else said the same thing however, I'd be seriously offended. I can laugh because she's part of my family. You can't because she's not part of yours. So, I know the meaning behind mine and my brothers jokes. I don't know the meaning behind yours, so it's not funny.0 -

I wouldn't ridicule that image as 'fat shaming'. I would, however, ridicule it for stupid misuse of the apostrophe.0
