Can I report it to the police on behalf of her ? Will the insurance company cover an incident at a petrol station ?

And where is that then ?

Sorry for being concerned for my own mother by "treating her like a child" how rude !

I have every right to try and help her but if she doesn't want to I can't do anymore.

"I am not looking to get anything out of this for her but just wanted to cover her in case something happened later down the line and we are told it should have been reported."
One important thing to remember is that when you get to the end of this sentence, you'll realise it's just my sig.

You wanted to go behind her back and report the incident, despite her telling you she did not want to.

If you think she is incapable of making decisions, get an LPA.

How very lucky you are that you've never disagreed with a loved one about what's best for them.

Disagreed yes, but also respected their rights to make their own choices. This is apart from children, hence my earlier comment.
