Exactly what I said in the second part of my response which you haven't quoted

Or maybe not guesswork so much as generalising inappropriately from particular instances

Anyway does it really matter THAT much? It will be paid by Christmas if the claim went in on time.

I quoted all of your post, read it again!

As the £200 between us is not enough to pay for the minimum delivery of 500l of heating oil, we face yet another winter of no hot water & no central heating.
It does go some little way to paying for us to put on some electric heaters for a short time every day.

It isn't intended to pay your whole heating costs (and certainly not your hot water!) for the winter period but to cover extra fuel during the coldest months. Normal heating costs (and hot water) are intended to come out of other income.

having worked at DWP for the last 10 years, I have learnt one or two things ;) and in which winter fuel payment is paid is one of things I have learnt. generally speaking the WFP payment is paid by a benefit ie Pension Credit or State pension, or could be DLA or JSA/ESA. If your[STRIKE] friend[/STRIKE] relative has never had the Winter fuel payment or in recpeit of a qualifing benefit that pays it then he needs to apply for it. :)

Have you not read my posts?

    How can that work then?
A male relative was 61 this year and because of the shift in pension ages could not receive it last year when he was 60, but is to get it this year, he is not on any benefit.

Mmm, thought my post was clear enough, but obviously not!

He has applied hence the " but is to get it this year" in my post.

He isn't on state pension, hence "he is not on any benefit" in my post.

He won't get state pension until he is 65.

Both posts state he will receive it this year, so by definition he must have applied!

In plain English, he is not on any benefits and has applied earlier this year and has a letter stating he will receive it this year.

I never applied for it but I assumed the reason I received it was because I did request a state pension forecast. Maybe it is just about them having a reason to check that your birth date is correct and that you are still alive!!

As we have a combi boiler, hot water tends to be part of the deal.

"A baby boomer is a person who was born during the demographic post-World War II baby boom between the years 1946 and 1964, according to the US Census Bureau".

I'm in that group but I'm also a long way from getting Winter Fuel Allowance :D

Someone should update that entry with a UK version. Until not many years ago it was considered to be those born 1946-1950. I don't understand the relevance of this US source. The total UK birth numbers clearly indicate a peak in 1947 (that's me) and settling down in 1951. In 1964 you are almost at the next miniboom, the children of the baby boomers. Now they were lucky - rant over :)

It can - in a back to front sort of way - there can be a class of claimants designated as 'not on benefit'.

WFB is age-related. OH had it when he was 60, although we were both working and on good salaries.

I'd say it should only be paid when someone claims their retirement pension, unless there are other reasons for needing the help.
