It doesn't relate to any benefit, it never has, it goes by age and that has changed over the years.
Never said it did, that is why I replied to anmarj, post #16, who still did not understand my reply, (or they did not read my post), by responding in post

I suspect the answer is that noone outside the DWP (and probably few inside) knows the exact order in which payments are made - NI will come into it, but not necessarily in an obvious way, and there will be other factors as well. Like (for new claimants) the date they put their claim in.0 -

having worked at DWP for the last 10 years, I have learnt one or two thingsand in which winter fuel payment is paid is one of things I have learnt. generally speaking the WFP payment is paid by a benefit ie Pension Credit or State pension, or could be DLA or JSA/ESA. If your friend has never had the Winter fuel payment or in recpeit of a qualifing benefit that pays it then he needs to apply for it.

Most people who are entitled to a Winter Fuel Payment do not need to make a claim. If you get State Pension, Pension Credit, Income Support, income-based Jobseeker’s Allowance, Attendance Allowance, Disability Living Allowance, Incapacity Benefit, Industrial Injuries Disablement Benefit, Carer’s Allowance, Severe Disablement Allowance or a Bereavement Benefit, and you are getting one of these benefits in the qualifying week you do not need to make a claim. A Winter Fuel Payment will be made automatically.
If you are not getting one of these benefits in the qualifying week and you have not successfully claimed a Winter Fuel Payment before, you will have to make a claim. The Department for Work and Pensions may get in touch with you anyway and send you a claim form. If this does not happen, you can get a claim form from the Winter Fuel Payments helpline or from the Directgov website at www.directgov.uk.0 -

As the £200 between us is not enough to pay for the minimum delivery of 500l of heating oil, we face yet another winter of no hot water & no central heating.
It does go some little way to paying for us to put on some electric heaters for a short time every day.0
