goes by benefit, and then when there is a lot ie State Pension it goes in batches according to NI number.
How can that work then?
A male relative was 61 this year and because of the shift in pension ages could not receive it last year when he was 60, but is to get it this year, he is not on any benefit.

then he need to apply to the winter fuel payment helpline
https://www.gov.uk/winter-fuel-payment/how-to-claim
if he had been on benefit ie Pension Credit or State Pension then depending on when it went into payment it would be paid automatically.0
