what is the commit charge when it goes slow, and what process is hogging the cpu in task manager

run chkdsk c: /F and answer Y to check on reboot.

did you do a macrium backup?

is the vent clear

does IE work now or not (ie the error)

is this after an hour, at boot, after a suspend/hibernate?

is it slow if you run it on mains without the battery in?

Wow looks like a hard problem

I have no where near the expertise of Closed but why don't you try seeing what is using most resources when you slow down by installing "what is my computer doing". It analyses most running process in real time and puts the most demanding at the top of a list. It has helped me in the past and is free.

ok working through above.
iexplore.exe or whichever browser I use seams to be the main culprit using up to 88%cpu

iexplore.exe peaks at about 45% and quickly drops back when the laptop is working ok after a reboot and performing similar tasks to when it runs at 88% and doesnt drop back.(when it's slow).

very strange, unless the web page you are on is demanding

if you close ie, and go back to the same site, is it slow - is it video related, youtube etc?

Is this process running when IE's cpu usage peaks?

at this moment it is running ok as rebooted a little while ago following your instructions. Not using youtube/video sites when problem shows itself, jusy plain webpages like MSE for example.
