Car Parking Partnership not giving up

I've been following this and other threads with interest, as I was recently ticketed at Leeds Metropolitan University.
I was ticketed 18 months ago, and not knowing about these companies, I paid up. I didn't buy a ticket, so I though ok, fair cop.
Then after paying, I read up on the Car Parking Partnership, and was fuming.
Anyway, about 6 weeks ago, I was stuck in a meeting and couldn't get out to the car to top up the ticket, and returned to find a £65 fine on the windscreen. And promptly decided I wasn't paying for it.
This was the ticket:

Even by their own rules there are so many things wrong with those two documents e.g. The British Parking Association Code of Practice says that they must offer a 40% discount for prompt payment i.e. £51
Can you scan & upload the other side of the first one so that we can see whether they have offered appeals correctly. Likewise if there is anything on the back of the second notice.
They are pretending that they have an authority that they don't again contrary to the CoP e.g. Under Schedule 4 of the PoFA you are required to Pay. You are not. The PoFA actually says invite which has a very different meaning.
These two documents are invoices from a limited company so must have the company's registered address & company number. It says it is a charge for parking which is subject to VAT at 20% but there is no VAT number.
So just on a cursory glance these demands are invalid let alone whether they have any right to either charge you in the first place or pursue you for an unpaid charge. They would need a contract from the landowner or their agent that explicitly allowed this.0 -

Aha! They make no mention of the possibility of appeal to the "independent" tribunal that the BPA set up called POPLA so they are not only in breach of the BPA CoP but not adhering to Schedule the PoFA 2012.Hi Nigel - thanks for the response. The back of the ticket: i.imgur.com/6rRUiJl.jpg0 -
That's a nice example of the sort of contract that the PPCs & landowners don't like people to see. It details when the landowner can get tickets cancelled (at a cost of £15) & also that they get a kickback of 50% for every ticket issued but that the PPC charges them nothing for providing their parking service. As CPP are not adhering to the BPA CoP in various ways they are in breach of this contract.0 -
Just to let you know we continued to receive several letters from the CPP side kick debt collectors but haven't paid up - we have paid twice before and i feel this time no they have had enough money from us. Over three weeks ago they threatened door step visits and have kept threatening that but no one called today. Fact is my son has not lived at this address for nearly 3 years now so they don't have a leg to stand on. This ticket was issued a year ago now and we heard nothing from them for several months but then last Dec they contacted us again when they had obviously sold it to another debt collector.0

It,s very, very rare that debt collectors will turn up, It's just another hollow and meaningless threat.It just shows the sort of people who infest this so-called "industry". They are just bullies.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Don't hold your breath - no-one comes round of course because there is no debt and they are not Court bailiffs so they have no powers.

It's been discussed before that PS&P letters for CPP are written very badly indeed, very intimidating and in breach of the Office of Fair Trading guidance for debt collectors. You could report them to the OFT, why not, I expect there's a contact us or 'report' option on the OFT website about debt collection and so it would only need an email or two with pics of the letters you are getting.
If no-one complains to the authorities then these scams continue...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi
We had another letter recently after receiving the promise of a debt collector no-one turned up now we have received a letter saying because we have not responded to previous letters we understand that legal action (they put that in capital letters) through the county court is about to start.
They said our credit rating would be affected along with any fellow occupiers of this address.
Has anyone ever been taken to court by these people.0
