change the m's to w's of course, I cant post links. You will find it may solve your issue. I'm assuming normal web works fine-ish email is slow.

This is going to sound really stupid, but another issue can be the date and time being incorrect. Mouse over the time in the system tray is the date and time correct?0

reset IE to defaults under tools, internet options, advanced.
if problems continue, check other sites.
post a hijackthis log!!

Ok get Firefox.
If that doesn't work then you need to look deeper in registry issues and malware.
If you know how, and there is addons/plugins on IE explorer... turn them all off.
Can't post links still so here is a copy of instructions that I googled so I needn't type em.- From the Internet Explorer menu, click Tools | Internet Options.
- Click the Programs tab.
- Click Manage add-ons.
- Click the Add-on you wish to disable, then click the Disable radio button. Note that this option will only be available when an Add-on is selected.
- IE7 users also have the ability to detele the ActiveX control. Follow the steps outlined above to select the ActiveX control, then click the Delete button found under Delete ActiveX. Note that this option will only be available when an ActiveX control is selected.
- Not all Add-ons in the list are active. To see which Add-ons are actively loaded with Internet Explorer, toggle the Show dropdown to view Add-ons currently loaded in Internet Explorer.
- Click OK to exit the Manage Add-ons menu
- Click OK to exit the Internet Options menu
- If a necessary add-on has been mistakenly disabled, repeat steps 1-3 above, highlight the disabled add-on, then click the Enable radio button.
- Close Internet Explorer and restart it for changes to take effect.

While you can clear up infections like this, it's far better to after attempt a cleanup, then backup, and factory restore/reinstall windows,
