Paypal say i have to pay the £500 for someone buying a stolen credit card

Ive just fired this off to them, come on guys copy and paste and do it as well you might be able to help and it won't cost you anything or take up more than two minutes of your time.
'I am compelled to contact you regarding an issue another UK seller has.
This seller recently sold a PS3 through e bay, with the buyer (ID beverleydoel) paying though paypal. It has since transpired that a stolen credit card was used. The seller is now being chased for the £500 that the item cost.
I am shocked that e bay allow transactions for this amount to unconfirmed addresses via Paypal. I am also shocked at the way the seller is being treated; e bay and paypal make alot of money out of us sellers every year, and yet it would appear that the buyer is the one who is being supported.
I am also deeply concerned that no action has been taken and that this buyer IS CONTINUING to try to purchase expensive items with presumably a stolen credit card. This could mean there are sellers with listings right now who are about to be ripped off, and e bay are doing nothing about it. And you are holding the seller responsible for it nd chasing him for the money (which you probably make out of us sellers every minute) to the point where he cannot sleep at night.
I thought that e bay and paypal were supposed to be trusted sites for us, but it would appear from this lack of action and treatment of the seller that this is not the case.
I would like some reassurance and some positive action taken in this case, otherwise I will have no option but to take my trade elsewhere.

And another thing, if you don't want to help someone who is in trouble, don't bother posting. Talk about kick someone when they are down; you should be ashamed of yourselves.
One has to assume that they themselves never make mistakes and have read every term and condition that they ever agree to (yeah, right :rolleyes:) and the revised versions that seem to come with most credit card and many bank statements.0 -
Unfortunately there are a couple people here who really don't seem to understand the ethic of this site and become very self-righteous and patronising to people, possibly newcomers, who have been bitten for the first time.

I am the other seller Simon_eh metioned. Just to clarify, I was not doing any business selling PS3s on ebay. I am a university student. I spend my last few hundred pounds of my student loan buying a PS3 from a store hoping I would make a few more pounds selling it on ebay (just like Simon).
It looks like I am about to loose my £500 too. PayPal froze the amount in my account but has not suspended my account. I would immagine the reasons why they suspended Simon's account was because he withdrew his money. I didnt, so they still have control over my money.
At the moment, it says "temporary hold" on the amount. I checked for the deffinition of this term. This is what they say:
"What is a temporary hold?
While a transaction is being investigated, the funds associated with it may be temporarily held. This means that they are not available for withdrawal until the investigation is closed."
They give the indication that the funds will be released soon by saying "temporary hold", and the funds "are not available for withdrawal until the investigation is closed".
Now, I have read many forums on the internet about such cases. I have read countless accounts of chargeback and on every single one of them, they put brunt on the seller and took their money. I have never read of an account where the seller got his rightful money and the buyer got prosecuted instead (the right thing).
This indicates to us that PayPal do not carry out any investigation at all. Instead of looking into criminal activity on the side of the buyer and liasing with the Police, they simply charge the Seller and take the easy way out.
I am expecting PayPal to tell me that I have lost my money (they have already taken it, but have not made it explicitly clear). I sent the item via Special Delivery too, so it has been signed for. So the scammer is there at that address.0 -
Using google earth i can see his place, i wonder if he's part of that big warehouse, getting goods sent to his work.

How does one file a chargeback anyway? Is it really that easy? It becomes extremely easy to scam others. All a scammer will do is, pay with PayPal, once the item is despatched/received, file a chargeback and the he gets his money back (since PayPal cant be bothered to investigate, they will just take the money from the Seller and give it to the Buyer (scammer)).

Since the customer was not present, the cc company will reimburse them.
This means that if a credit card is stolen someone can use it to but goods and the company they are buying from will lose out when the cc company reimburses.
This is why some sellers will only ship to the cc's billing address, and some will only ship to a different address after a sucessful transaction to the billing address.
The problem with paypants is that they allow people to ship to addresses other than the billing address without making them fully aware of the fact.
It would be perfectly possible for paypants to add a big warning to their payent notification, but that would mean they would lose money as many people would not sell if they were aware of the risks.
Instead, what they do is bury the risk information in the t&c's and hope that people won't read them.
As we are inured to getting long and complex t&c's from reasonably trustworthy companies such as banks a lot of people don't read the t&c's and paypants continue to make a lot of money whilst their clients take the risk.
This is why everybody should be encouraged to read:
