Finally found the letter chain pertaining to Parking Eye / Debt Recovery Plus which shows that this company DO issue court summons. It's on Pepipoo, in the Fightback Forums; Queries; Private Parking Tickets & Clamping; PPC Letter Chains; Parking Eye...
Unfortunately, as a new user I am not allowed to post the actual link - but it's post #5 by a chap called Ming Rider.
Anyway, I'm STILL ignoring, although we are now into double figures with regards to the letters they've sent.
The one I received this morning is from Debt Recovery Plus and is a "Reduced Payment Offer".
Apparently, they have advised the landowners that "they commence County Court proceedings against (me)". It then goes on to say that the client would like to avoid such proceedings and that if I pay the reduced amount within 14 days, the outstanding balance will revert back to the full amount.
It then says:
"This will be our client's final offer before the case is passed to our client's solicitors for further action".
I am assuming that the advice is STILL to ignore..?
Many thanks for help / advice - primarily I suppose I'm after reassurance, having seen the letter chain on pepipoo which shows that people ARE having court summons issued against them.

They haven't advised anyone of anything it's just a template letter they send out to everyone to frighten them, I have a full set.
Carry on ignoring unless you get real court papers and then come back to here or Pepipoo for help from one of the regulars.0 -

Debt Recovery Plus (aka 'Zenith') DO NOT issue small claims over fake PCNs.
We know Parking eye have started to issue a few small claims as they are trying their luck and their 'litigation expert' (LOL!!) 'Rachel' has to earn her keep!
It's not a 'summons'(!!) though, not a criminal case, just a civil allegation that a person owes them money. And pepipoo helps those posters with a robust defence in those very rare cases. We all go on pepipoo too - I am SchoolRunMum, a regular over there.
Please calm down, read the links I give in my standard reply. If you get a rare small claim it DOES NOT automatically mean a win for Parking Eye! They are trawling for 'trophy cases' for their website - either weak victims who will be scared and pay, or weak defences. Your case would be NEITHER. You know about pepipoo so if you actually get small claim papers you know to go to pepipoo for a defence to see it off.

Coupon-mad, I appreciate your frustration at hearing the same old thing from worried people...But, the reason I said I FINALLY found the letter chain to which I referred originally is because it ISN'T one of those linked at the top of this forum!
It is a real, proper set of COURT PAPERS issued by Northampton Court on behalf of Parking Eye - if I was allowed to post a link to the pepipoo page, I would - because, despite my being worried over this issue, I haven't lost the use of my intellectual faculties (well not yet, anyway! :-D), am not a complete imbecile
, and can see that court summons ARE being issued, despite statements to the contrary being made on here and elsewhere.
I'm not trying to be inflammatory or awkward - and like I say, I can appreciate regular posters being annoyed at the constant twitching of us newbies but I guess I just felt that even if the cases are rare, they should still be mentioned as something in the realm of possibility and not an absolute 'never going to happen' scenario, which some people (not you) maintain is the case.
Anyway, I shall continue to ignore - and hope that it all goes away, as predicted by your good self - and others.

People do understand how frightening these letter chains can be to some people, they are deliberately written in pseudo legal jargon to try and convince the reader that the scam has some sort of genuine legal standing. One or two companies are now using the threat of county court as the final threat in the chain hoping that people will fold at the mention of the word 'court'. The reality is, unless a county court judge tells you to, you shouldn't pay them anyway!! I strongly suspect the PPC's will withdraw from or lose well defended claims putting themselves at risk of action against themselves as vexatious litigants. Remember - court is often the last thing these scammers want as they usually lose and don't want the public to know it's just a scam!0

Fair enough - I was feeling a bit frustrated when I posted, sorry!!
But, just to clarify, that letter chain (new version) IS linked on the sticky on this MSE forum; the sticky gives you 2 choices:

the top link leads to pepipoo's post-October list but I rarely show that one, for two reasons:
1. the Parking Eye one shows a small claim - only happens rarely so I honestly don't think it has a place there in that letter chains thread on pepipoo, and
2. for other PPCs, the listing pepipoo shows has almost no letters to look at so isn't useful as a link yet!
So I show the 'old' letter chain from MSE pre-October, as the pictures give people a preview of the sort of DRP and Zenith letters to expect, without panicking them that everyone's going to get a small claim next, which is not the case at all.
Parking Eye are looking for victims with weak defences or no defence submitted; posters here who do get small claim papers will be neither if they follow the advice given. PE are not looking to take people to a hearing, IMHO, if the person sends a robust defence. I can see those well-defended cases just lapsing without a hearing and even if they did take one in front of a judge it's most likely to end up like one of these:
Excel v Hetherington-Jakeman
Excel v Cutts
VCS v Ibbotson
Parking Eye never used to do court (hence the old 'ignore' advice which has worked for YEARS) but they now are trying in a few speculative cases, to get some 'trophy cases' for their website = victims who panic, defend weakly or stupidly ignore the Court claim. That's their little game and this just requires a 'leap of faith', remaining convinced that you ARE in the right and the knowledge that a judge would see that this is all a 'penalty scam' - and a defence from here or from pepipoo.PRIVATE 'PCN'? Hi all. New to the site but I have read through some very interesting opinions on this subject. So, i have another discussion prospect to add.
In March I travelled to Newcastle Airport to pick my parents up from a return flight. I was running late so they walked from the terminal to the Hilton Hotel approx 200 yards away but didnt tell me. They did this to avoid me from paying the pick up/drop off fee and so that when I entered the airport, they could wave me down prior to the gates.
There is a dedicated right turn lane just prior to the entrance which leads to the Hilton Hotel car park. As my parents were standing there waving me down, I naturally pulled into the dedicated right turn lane and into the Hilton car park. Entry to the car park itself is controlled via a barrier a few meters up the road so i did not go all the way in, i simply pulled up to the barrier, got out and let my parents in, reversed out and drove off the way i came in.
inevitably, in Aprilm, I recieved a £60 charge, you know the usual letter. I drove back to have a look at the site and they do have signs up saying no waiting/loading/unloading/u-turn etc. As I picked people up an ANPR camera caught me and they issued the photographs within the letter showing me loading in one photo and a second photo showing me reversing out of the hotel entrance.
I did break the rules, they have done me on the loading prohibition as opposed to the u-turn one (according to their letter) technically i guess I didnt complete a u-turn as such.
Anyway, I ignored the letter based on the majority and now im onto my second letter off UKPP (just prior to Debt Recover i guess?)
Do I legally have a stance here? Most people in a relative position seem to have reasons good enough to stand up a defence if it ever did go to court. However, mine was a quick "oh there they are, ill just pull in". I didn't see the signs at the time as it was at night and the whole thing was a bit rushed in all honesty but i guess I was plain ignorant and probably should have known better - I knew these ticketing scams were rife, especially at airports.
Shall I continue to ignore now im at this stage or will these charges build up and ultimately cost me more bearing in mind i dont have the defence?

Yes you would have plenty of grounds of appeal/defence. There are loads of things PPCs do wrong and any defence is not actually about what YOU did, more about what THEY did/didn't do right!
So keep all the letters, debt collector ones and all and laugh at the letter chain that matches the sticky thread already mentioned above. If this is UKPC then they never do Court so you are perfectly safe to ignore (you said UKPP though, was that a typo?).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
