The BPA signed up for POPLA which is being run by London Councils but of course has to be funded by the PPCs. The Government insisted that, as part of the legislation, in exchange for the right to pursue the registered keeper the PPCs had to fund an independent appeals procedure.

The cost to the PPC each time is £27 plus VAT for every single case referred for adjudication - whatever the outcome - and the decision is only binding upon the PPC, not the motorist! Perky raged about it! :D
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And I can see why Perky was so incensed about the £27 plus VAT POPLA charge that's coming in. His website boasts that they pay the highest amount per completed ticket to the landowner/occupier (which looked to be £25 in the video).

The £27 plus VAT POPLA charge plus the cost of CPS' letters and man hours will mean they cannot function even if/when they get DVLA access back.

It's not as if they can cancel contracts they already have, saying they WILL PAY the landowner a hefty chunk for completed tickets. So they are stuck with that arrangement, on existing car parks with their little self-ticketing operation. :)

And it's not as if they could increase their fake PCN amount by much because there are BPA guidelines (!) and also there comes a point where the amount of fake PCN charge will tip the balance to tell even the must gullible of people that 'something's not quite right here'.

    hahahahahahaha! :rotfl:
can everyone stop using the term £27 + vat.

    £32.40 sounds much better.

    In answer to your questions:

    1. The ban is only for 3 months, in that time he'll still dish out tickets and anyone foolish enough to simply pay up will be his revenue stream. Any that don't he won't be able to pursue. In December he can recommence chasing those that don't pay.

    2. He could get the details from a mate, however the mate would be in breach of AOS guidelines and potentially subject to a ban themselves, the DVLA would (unwittingly) be breaking the data protection act.

Ooops, just for clarification, I have no idea where I plucked the three month period from, I am getting quite old after all. Please disregard the three month bit, my understanding is that we don't yet know the length of the suspension period..

Yes Manx he can start pursuing those drivers, the only problem is he'll have to figure out who out of 10s of millions drivers is responsible, as he won't be able to get the details. Now what are the chances of him getting these details in any case and pursuing the RK ? He's greedy and stupid I would wager he' ll do this.

They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

I believe it says somewhere on Pepipoo that the standard ban is three months, although it's not been confirmed that this is the case for Perky.

It also suggests that DVLA has introduced or is in the process of introducing new rules such that the ban applies to any incident occurring during the ban period, so he can't just save them up.

I wonder if that's why he chose to become an AOS board member.

I suspect that it will be "in the process of introducing" and that the process will be indefinite.
