    Complain to the Office of Fair Trading - they have guidelines on how Debt Collectors operate and this is probably waaaaay off the scale.

    And by the way, they won't actually attend.

    We have seen this letter before but please complain to the Office of Fair Trading on their website 'contact us' to report a debt collection guidelines breach.

    I've had the same letter. Have taken a photo and will edit and upload shortly. We've had two letters in the same of 3 weeks which is unusual...

    If it contains all that guff about assessing goods for future bailiff visit I would definitely stick a complaint in to the Office of Fair Trading.

    Definitely send a copy of that to the OfT and ask if they think it falls within their guidelines, given that the alleged civil debt referred to is denied and has not even been the subject of a court claim yet.

    What a shocking letter, they have no right to enter your property unless they are court appointed bailiffs, which means you would have to first go to court, lose the judgement, fail to pay within 28 days, and then they go back to court to get bailiffs appointed. The chances of that happening without your knowledge is so small that you would stand a better chance of winning the lotto jackpot
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Email a copy of that letter to Mike Butler at the DVLA as well because wasn't the original fake PCN from CPP? They are a BPA AOS member and PS&P are acting on behalf of CPP as their agent.

    Point out that this is your own PCN from months ago, in a private car park, and it was a ticket which you disputed - and how exactly does an AOS member like CPP think they can let a debt collector write this claptrap impersonating bailiff powers? Ask what the DVLA are going to do about this breach, not only of the BPA Code of Practice but also of several laws about unfair trading practices. And of course this letter threatening to come knocking and 'assess goods' is going to the registered keepers of all the cars they have ticketed - your case being typical in that it was prior to the Protection of Freedoms Act and so only the driver can be possibly liable.
