I just made a thread asking this very same question; thanks so much for your contribution!
Now when they call me within the next few days I'm going to insist they cancel and if they don't I'll inform them I'm terminating my direct debit and not giving them their 30 day notice *and* keeping the phone.

They have to take me to court before my details get passed on to the debt collection agency where I'll show my evidence to the judge and win.0

Yeah, I told them when I took out the contract "throttling" was not mentioned anywhere in the terms and conditions and that their new trafficsense scheme was implemented May 12th (AFAIK), thus a detrimental change to my contract has occurred which I don't consent to.
I can cancel now but I'm fighting to keep my iphone which I paid £68 for (not to mention £35 a month for the last however many months).
