...me, I take the middle way. Here's my chosen method of playing this game on eBay:
I pay for everything immediately via PP - but then I know I am an honest joe and I trust all the sellers. Never been let down yet.
I sell stuff now and again - often for a couple of hundred quid or so.
When I am selling something nice or expensive, I am always aware of being the target of scammers who can easily generate a new eBay account just to abuse the chargeback facility in order to steal from genuine sellers. There are naughty people out there!
I regularly take payments via PP from established eBayers. However, I clearly detail in my text that I reserve the right to request payment by electronic transfer or cheque from new and/or low feedback winners. While the reason is obvious, I do politely explain why I may not accept payment from them via Paypal. It's precautions against the naughty people...
I keep an redundant bank account open for just this purpose and as soon as the cash appears, I send off the goods. Not as fast as PP but not too slow.
So far, in my near eight years on eBay, this policy has worked faultlessly for me and numerous newbies I have sold to. They've always got their goods and their crucial early positive feedback and I'm pleased to say I've always got the money! To date, I am still holding 100% positive feedback.

I would agree with you on your position here - if they state they will post in two days, then they should do so. My auctions state that I reserve the right to wait for any payment to clear into my bank account before I will post.
It's possible that they've had a bad experience recently and forgot to update their terms. Believe me, it only takes one experience of being scammed to make someone very careful about covering themselves for further transactions.
The principle I work on is that 99.9% of people you deal with on ebay are trustworthy, but that's no reason to let yourself be scammed by the 0.1 percent. I'm perfectly willing to give people a couple of weeks to post something to me, as long as they stay in contact and reply to my emails.
I'm reluctant to leave negative feedback for anyone - as long as at the end of the day I get the goods I paid for, in the condition they were described. If they're slow, I might mention it in the comment - but wouldn't downgrade to a negative. Maybe a neutral if it was over 4 weeks.
EDIT: Just looked at your OP again, and realised the seller said post within 2 days of receiving cleared payment. Presumably by that they meant cleared into their bank account, although they should probably have been clearer about that.
Even if you do wait until the paypal payment clears into your normal account the buyer can still claim back from you - even if it puts your paypal account into a negative balance.
If you made me wait 28 days for delivery you would have been in Court by then - and yes you are still an idiot.0 -

Again from paypals T&C:
By sending payments through the Service or electing to add funds to your account, you authorise us to obtain funds on your behalf from your chosen funding source... We will complete your payment first by debiting your account balance, if any. If this is not sufficient to fund your payment fully, we will obtain the remaining e-money according to your instructions by debiting bank accounts that you have registered and explicitly allowed us to debit by completing the Direct Debit set-up, or by charging your primary card to the value of the e-money required to effect the payment. When you send a payment, you will not be able to withdraw that e-money or send the e-money to any other recipient unless and until the initial e-money transaction is charged back under applicable card scheme rules.
We have two paypal accounts, one for sending which has the credit card and the other to receive that doesn't have a direct debit set up with the bank....

The "please allow 28 days for delivery" bit which applies to most mail order purchases from various companies actually fits in with eBay's requirement to post within 7 days. If an item sent via Royal Mail does not arrive, it is not considered officially lost until 15 working days (normally 21 days in total) have elapsed, so if a company says please allow 28 days, that's one week for them to dispatch the item and 3 weeks for Royal Mail (or sometimes another courier) to deliver it! In practice, mail order goods seldom take anywhere a month to arrive.0

I recently had this problem - I waited three weeks for an item...BUT the seller was so honest about why they couldn't send the item, and because they offered a refund if I wasn't happy with that, i left a positive.Hi, we’ve had to remove your signature. Like I say, with Co-Op and Smile it seems to take more like 4-5 days at most on the whole.
Paypal to Smile takes my paypal transfers approx 5 working days, the one before last took 6 working days. There seems to be a big difference for many sellers, I work with someone who regularly gets her payments on a Friday if she transfers them on a Monday morning, yet if i transfer mine at the same time I usually have to wait until the following Monday before mine arrive.
I just assumed paypal hated me
