Seller won't send untill paypal transfer money!!

Assuming that you actually want to spend the money you make on eBay. Mine goes into savings. Funny. There are hundreds of online and mail order retailers who consider it perfectly acceptable to allow 28 days for delivery - and they are running a business! Are they "shoddy sellers"?For where your treasure is, there will your heart be also ...0 -
I am having problems with a Seller whom I paid - 7 days later I emailed her - to be told that "paypal have not informed me you have paid" and "I have a lot of sales, I miss some". Then she got nasty. Another four days went by - no goods had arrived. "I am ill, I cannot post out" but is listing 20+ items per day. I opened an item not received dispute and the abuse I have had is unbelievable!! The same day I paid her I paid another Seller in the USA whose goods I received in four days (global priority mail). Now my English Seller is demanding that I wait the 14 working days required by Royal Mail for ME to make a claim and that I might receive a refund 21 days after that.
I have started a paypal claim.

The point is that once your buyer has paid you the goods belong to them. It is up to you to get off your **** and to the Post Office and mail it to them asap - you have the money, you give them their goods. Simple, isn't it???

By accepting an e-money payment, you agree that you are responsible for refunding the payment if the payer's initial e-money purchase transaction is subjected to a chargeback. If a chargeback occurs on a payment made to your account, we may debit your account balance to pay for it.

I think negative feedback in this instance would be unduly harsh. At least the seller has taken the initiative in contacting the buyer to explain the delay, instead of waiting until the buyer asks if and when their item was dispatched.
I think eBay ought to be clearer about what is meant by "cleared payment". If the seller is fairly new then they could be forgiven for thinking that cleared payment meant cleared into their bank account, whereas eBay (and most customers) take cleared payment to include payments cleared into the seller's Paypal account.
Paypal funds often take more than a week to withdraw into my bank account. 5-7 working days seems usual.
As for e-cheques, as has been mentioned on other threads, sometimes Paypal payments are processed as e-cheques for no apparent reason. I've experienced this as a buyer and as a seller. It's often not the buyer's fault at all.0 -
The seller is relativley (sp) new with a FB of 35 mainly for selling (although they have been a member since 05)
Most of the FB comments are "Prompt delivery" "Next day" etc
With seller ins stating post within 2 days .
They only take PP as payment.
As far as i am concerned I paid in good faith and should receive goods within the stated terms of listing, as i said in OP luckily i am in no rush for item, but i could have been.
I always pay with PP and avoid other payment options as i feel they take to long.
As i have said earlier if people feel the need to wait for transfer of PP to there bank acc, they should clearly state in there listing i can then choose wether i am prepared to wait!!!0 -

The point here though is eBay don't allow a seller 28 days in which to post. They allow 7. People buy from eBay and pay via PayPal as it's deemed to be instant. They don't expect to have to wait until the seller has withdrawn the funds to their bank account. I would agree with you on your position here - if they state they will post in two days, then they should do so. My auctions state that I reserve the right to wait for any payment to clear into my bank account before I will post.
It's possible that they've had a bad experience recently and forgot to update their terms. Believe me, it only takes one experience of being scammed to make someone very careful about covering themselves for further transactions.
The principle I work on is that 99.9% of people you deal with on ebay are trustworthy, but that's no reason to let yourself be scammed by the 0.1 percent. I'm perfectly willing to give people a couple of weeks to post something to me, as long as they stay in contact and reply to my emails.
I'm reluctant to leave negative feedback for anyone - as long as at the end of the day I get the goods I paid for, in the condition they were described. If they're slow, I might mention it in the comment - but wouldn't downgrade to a negative. Maybe a neutral if it was over 4 weeks.
EDIT: Just looked at your OP again, and realised the seller said post within 2 days of receiving cleared payment. Presumably by that they meant cleared into their bank account, although they should probably have been clearer about that.For where your treasure is, there will your heart be also ...0
